Citadel Securities Appoints Ryan VanGrack as Interim General Counsel

Citadel Securities LLC, the market maker, has chosen Ryan VanGrack, a seasoned legal expert, to take over the role of general counsel as the company's chief legal officer, Heath Tarbert, departs to join Circle Internet Financial Ltd. VanGrack, a former senior adviser to the US Securities and Exchange Commission (SEC) Chair Mary Jo White and a former White House deputy associate counsel, will handle the day-to-day legal duties until a permanent successor is found. Citadel Securities, a separate entity from Citadel LLC, is controlled by billionaire Ken Griffin. Tarbert's replacement will be based in Miami, where Citadel and Citadel Securities relocated their headquarters from Chicago in 2022.

Heath Tarbert, who served as chairman of the Commodity Futures Trading Commission (CFTC) before joining Citadel Securities in 2021, will join stablecoin issuer Circle Internet Financial as its top lawyer starting July 1. Tarbert decided to leave Citadel Securities after the company posted a record $7.5 billion in revenue last year. Circle Internet Financial requires a new general counsel following the departure of Flavia Naves, who succeeded Gus Coldebella in 2020.

Citadel Securities Expands Legal Team with Ryan VanGrack Appointment

Ryan VanGrack, former general counsel for Citadel Securities, has been appointed as interim general counsel while the company searches for a permanent successor to Heath Tarbert. VanGrack brings a wealth of experience, having previously worked as a senior adviser to the SEC Chair and as a White House deputy associate counsel. His appointment comes as Citadel Securities continues to expand its legal team, with recent additions including Aaron Friedman as deputy US head of government and regulatory policy, Brooke Cucinella as senior deputy general counsel and global head of litigation and regulatory inquiries, and Natasha Kassian as compliance chief.
