
The US Army Corps of Engineers editorial, “Tulsa District attorney, paralegal honored with prestigious awards,” acknowledged that Thornton earned the Keystone Award because of her expertise and respected service to the United States Army Corps of Engineers (USACE) Legal Service System. She also had a profound influence on the USACE Legal Service System. The US Army Corps of Engineers article reported that Thornton is the only paralegal working in the Office of Counsel. She is also employed as an officer for the Freedom of Information Act.
The Empowered Paralegal column explains that the Keystone Award was crated in 1997. The award recognizes the skills as well as the esteemed service of an individual or a group of members of the USACE Legal Service Systems.
According to the US Army Corps of Engineers article, District Counsel Keith Klein stated that the Keystone Award is a significant award they have with chief counsel. Klein asserted, “Raye just does a great job in the FOIA program. We've had a lot of big complex cases this year that she has dealt with really well, along with managing the office during a time of a lot of change.”
Klein admires Thornton and values the hard work and dedication the paralegal has provided to the USACE Legal Service Systems. The district counsel told the US Army Corps of Engineers that Thornton is a top notch person who is always contributing to the USACE Legal Service Systems.
