According Dallas Police Sgt. Richard Santiesteban, supervisor in the family violence unit, ''it's important because of the amount of cases that we get. Seven out of 10 cases that we get here in family violence have to do with some form of strangulation. So it's very important to get this type of upgraded penalty grade.''
Santiesteban offered pictures of victims of strangulation that showed the red marks and bruising on the victim's necks and remarked that these types of assaults would have been classified as Class A misdemeanors, but will now be considered a felony offense. Santiesteban points out that as it stands now, when there are no visible marks on the victim, the strangulation results in a citation that is filed with the city attorney's office.
Santiesteban is confident that the new law will have an impact, and ''hopefully be a deterrent to stop the cycle of this type of violence.''
