According to the article, while Jenkins would not give reasons for the change, "those close to him have indicated his practice of working long hours and meticulous attention to detail in a large federal caseload has taken a toll."
"Judge Jenkins is a wonderful judge and one of the hardest working I have ever met," said former U.S. Attorney in San Francisco David Shapiro. "It is only speculation, but sometimes people prefer the appellate work to the trial work."
Jenkins, who has submitted his application to Republican Governor Arnold Schwarzenegger, will face the selection process, which includes further review and an appearance before a three-member commission on judicial appointments.
And if Jenkins is selected, his seat on the federal court will be available for President Bush to make an appointment. He "has made only one other appointment to the Northern California court," says the article.
