The law has yet to pass in the Senate and to be signed by the President; however, the passing of the law would be the biggest deal in gun control since 1994 when congress banned certain assault weapons and in 1996 when congress banned people who had committed domestic violence from gaining firearms.
One of the reasons for creating the new law was the Virginia Tech shootings. According to www.news.yahoo.com, Seung-Hui Cho, who shot 32 students and faculty and then himself, "had been ordered to undergo outpatient mental health treatment and should have been barred from buying two guns he used in the rampage. But the state of Virginia had never forwarded this information to the national background check system."
The new law would "improve state reporting to the National Instant Criminal Background Check System to stop gun purchases by people, including criminals and those adjudicated as mentally ill, who are prohibited from possessing firearms," states an article on www.news.yahoo.com.
"We've always been vigilant about protecting the rights of law-abiding citizens to purchase guns and equally vigilant about keeping the guns out of the hands of criminals and the mentally defective and people who shouldn't have them," said NRA's executive vice president, Wayne LaPierre on www.news.yahoo.com.
One, however, speaks against the hype. On www.nysun.com, GOP presidential hopeful Ron Paul of Texas "described the bill as a 'flagrantly unconstitutional expansion of restriction on the exercise of the right to bear arms protected under the 2nd Amendment.'"
