Job Title: Intake Legal Assistant II

Job Responsibilities:
The Intake Legal Assistant II is responsible for performing complex legal support duties within the Intake Section, under the supervision of the Intake Manager. The role involves the initial review and analysis of cases under all program statutes, identifying potential signs of human trafficking and/or labor trafficking, drafting legal documents and correspondence, and disseminating information regarding agency laws and procedures. The work is performed under general supervision with moderate latitude for the use of initiative and independent judgment concerning priorities, methods, and procedures to accomplish assigned duties.

Essential Duties include:
- Conducting preliminary reviews of incoming complaints to determine the department's jurisdiction, the possibility of a violation, the presence of any indicators of trafficked persons, and whether sufficient information has been provided for an investigation.
- Managing a high-volume caseload that may include complaints under any statutes administered by the department, ensuring the expeditious movement of new cases to investigation or prosecution teams.
- Confirming and assigning the initial priority level for complaints in the case management system according to the division’s Complaint Prioritization Procedure.
- Drafting and issuing daily correspondence related to complaints and investigations, including letters seeking more information, announcing the opening of an investigation, or explaining why a complaint will not be investigated.
- Researching and interpreting statutes, rules, regulations, codes, and administrative records, analyzing their applicability and significance in complaints.
- Conducting Internet research to secure identity, location, ownership, and other background information about individuals, business entities, properties, and events.
- Opening complaints in the case management system, updating the system with appropriate actions, and maintaining record-keeping and filing systems for various complaint stages.
- Preparing case files for investigation or prosecution and organizing them according to established procedures.
- Generating and printing daily and monthly reports of statistics from the case management system and other databases maintained in the Intake section.
- Responding to inquiries from internal and external customers regarding complaints filed under multiple program statutes and rules, and agency enforcement procedures and policies.
- Serving as back-up, answering the Enforcement’s primary phone line, screening calls, and handling or forwarding calls as appropriate.
- Performing duties in accordance with the Complaint Resolution Procedures Manual, the Enforcement Plan, and the Criminal Conviction Guidelines.
- Assisting in responding to information requests and consistently providing friendly, caring, and professional customer service.
- Complying with division and/or agency training requirements.
- Demonstrating teamwork, fostering camaraderie, and providing positive support to other staff members while upholding the agency’s core values.
- Keeping management informed of ongoing activity and critical matters affecting the agency's operation and well-being.
- Adhering to all Personnel Policies and performing additional duties as assigned.

Education and Experience Information:
The minimum requirements for this position include three (3) years of administrative experience, with at least one (1) year of experience performing legal assistant work, such as background checks, drafting, preparing, and interpreting legal documents, or conducting preliminary case reviews according to statute and rule requirements. Graduation from a standard senior high school or equivalent is required. A degree from an accredited four-year college or university is preferred and may substitute for the experience requirement. Bilingual candidates are preferred, and Paralegal or Legal Assistant Certification is also preferred.

Salary Information:
The yearly salary for the Intake Legal Assistant II position is within the range of $50, to $51,000.

Additional Information:
The successful candidate will have knowledge of legal practices and terminology, basic legal concepts such as jurisdiction, notice, due process, basic investigative methods, rules of evidence, and agency policies and procedures relevant to investigations and enforcement. Knowledge of the agency’s policies, procedures, and efforts for Human Trafficking prevention, administrative law proceedings, and state and federal laws, rules, and regulations relevant to agency programs and processes is also required.

Skills required include proficiency in standard office equipment, computer software (including Microsoft Office applications), Internet research, and electronic databases such as Legal Files. The candidate should have strong skills in drafting business and legal correspondence, organization, attention to detail, and effective communication. The ability to establish and maintain effective working relationships, provide professional customer service, demonstrate independent thinking and decision-making, plan and manage multiple tasks simultaneously, and respond to changing situations and priorities is essential.
