Job Title: BOB-Expense Analyst

Job Responsibilities:
The BOB-Expense Analyst will report directly to the Senior Director of Finance and is tasked with supporting the Division of Bridges' Expense Procurement and Contract Program. Key responsibilities include:

- Monitoring the Division’s Expense Contract and Procurement programs.
- Supporting critical budget activities, including accrual clearance, contract encumbrance, liquidation, fiscal year-end closeout, and rollovers.
- Assisting in identifying and securing funding for unforeseen or emergent needs and tracking the OTPS budget and expenses.
- Ensuring proper execution of funding requests, including the preparation and submission of budget modifications.
- Preparing requisitions, contract encumbrances, and task order registrations.
- Preparing documents using agency and citywide systems such as FMS and PASSPort.
- Completing financials, budget allocations, and launching purchase orders in PASSPort.
- Researching FMS, the M/WBE directory, NYC requirement contracts, and NYS preferred Source Vendors List to inform procurement decisions.
- Developing and implementing tools and processes for effective budget tracking, monitoring, and analysis.
- Collaborating with internal units such as Expense Budget, Grants Administration, ACCO, and Fiscal Affairs.
- Coordinating with internal teams to ensure the efficient and appropriate use of Federal and State grant funds within the Expense Budget.
- Performing related duties and special projects as assigned.

Education and Experience Information:
Minimum Qualifications:
1. A master's degree from an accredited college in fields such as economics, finance, accounting, business or public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies, or a Juris Doctor degree from an accredited law school. Additionally, one year of satisfactory full-time professional experience in relevant areas is required.
2. A baccalaureate degree from an accredited college and three years of satisfactory full-time professional experience in the areas described above.
3. An associate degree or completion of 60 semester credits from an accredited college and five years of satisfactory full-time professional experience as described above.
4. A four-year high school diploma or its educational equivalent and seven years of satisfactory full-time professional experience as described above.
5. A combination of education and/or experience equivalent to the above qualifications. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma and at least one year of experience as described above.

Preferred Skills:
- Proficiency in FMS2, FMS3, and PASSPort.
- Knowledge of the NYC budget process and OTPS tracking.
- Experience with purchase requisitions and invoice processing.
- Familiarity with NYC procurement rules, M/WBE, and preferred vendors.
- Skills in vendor coordination and internal collaboration.
- Strong proficiency in Excel and Microsoft Office tools.
- Experience with grant-funded budgets and compliance.
- Excellent organizational, analytical, and communication skills.

Salary Information:
The salary range for this position is $79, – $118,.

Additional Information:
- This position is open to qualified persons with a disability who are eligible for the 55-a Program.
- Prospective employees of the City of New York may be eligible for federal loan forgiveness programs and state repayment assistance programs.
- New York City residency is generally required within 90 days of appointment, with certain exceptions for City Employees who have worked for the City for two continuous years.
