Job Title: Compliance Officer - Markets Business Line Advisory Compliance
Job Responsibilities:
The Compliance Officer is tasked with providing real-time compliance advisory support to the US Fixed Income & Currencies sales and trading business, focusing on credit, rates, securitized products, foreign exchange, and emerging markets debt. The candidate will implement a comprehensive compliance framework to ensure the bank's adherence to regulations and internal policies. Key responsibilities include:
- Advising on issues related to market sales and trading activities, rule/regulation interpretation, trading reporting, surveillance, supervision, policies, and procedures.
- Providing real-time advisory services to fixed income sales and trading businesses, monitoring and identifying regulatory trends and developments, and advising staff on how these may impact their activities.
- Advising business areas on company policies, procedures, and applicable securities laws/regulations; drafting, updating, and implementing relevant policies/procedures.
- Providing regulatory/compliance training and assisting the business in implementing and documenting supervisory/control mechanisms in partnership with local and global support functions.
- Participating in internal investigations, responding to regulatory inquiries, and coordinating internal/external audits and inspections; interacting with federal and state regulators.
- Ongoing identification of risks, including regulatory and conduct risks, and participating in annual risk assessments.
- Developing relationships with key stakeholders within the bank (., Legal, Risk, First Line Control teams) to build credibility for the Compliance function.
- Working collaboratively with Global and US Compliance teams to ensure a consistent approach with respect to policies and procedures.
- Overseeing the US Treasury auction process to ensure compliance with reporting and disclosure requirements.
- Preparing reports for top management and assisting in the preparation of management information reporting and governance materials.
- Ensuring timely regulatory filings and certifications.
Education and Experience Information:
- A Bachelor's Degree or equivalent is required, with a JD or MBA considered a plus.
- Relevant experience in securities, preferably in a global investment bank or law firm. Experience with a regulator will also be considered.
- A minimum of 5 years of financial industry experience within a US regulated financial institution in a similar advisory compliance capacity.
Skills and Abilities:
- Experience in providing regulatory or compliance advice related to markets sales and trading activities.
- Functional knowledge of the US Fixed Income trading/regulatory framework, including FINRA, SEC broker-dealer regulations, and other relevant bank regulations. Knowledge of FRB, CFTC, FCM laws, rules, and regulations is a plus.
- Strong analytical, written, and verbal communication skills, with the ability to effectively influence others and engage senior stakeholders.
- Ability to make, support, and defend difficult regulatory/compliance decisions in a fast-paced environment.
- Action-oriented and delivery-focused with a disciplined approach and ability to work under pressure and within tight deadlines while maintaining accuracy and reacting quickly to changes in priorities.
- Ability to project confidence and professionalism in dealing with senior business personnel.
Salary Information:
The base pay range for this position is between $90, USD and $165, USD annually. The exact compensation may vary based on skills, experience, training, licensure, certifications, and location.
