Job Description:
The Policy Attorney position is available at the **Members Only** (HHSC). The Policy Department, one of seven departments in the Legal Services Division, provides legal advice and support to all agencies and programs within the health and human services system. This includes daily operations, policy matters, rule-making efforts, enforcement, legislative matters, and general agency guidance. The Policy Attorney has the most interaction with these agencies and programs and may also collaborate with attorneys in other Legal Services departments. During legislative sessions, the Policy Attorney provides support by assisting with bill reading, drafting, and analysis.
The primary assignment for this position is to serve on a team that provides legal support to Texas Medicaid and the Children’s Health Insurance Program, which serves over 4 million Texans. This role involves working with highly dynamic, consequential, and interesting areas of federal and state law. Teamwork and collaboration with other attorneys is highly valued, with opportunities for advancement and movement within the Legal Services Division.
The Policy Attorney works under limited direction with extensive latitude for the use of initiative and independent judgment. Responsibilities include overseeing and planning legal activities, preparing legal documents, interpreting federal and state laws and regulations, developing, drafting, reviewing, and approving rules and policies, reviewing contracts, grants, data requests, and legislation, providing legal advice and counsel related to policy matters, and participating in negotiations with federal and other state agencies and managed care organizations. This position may also involve providing guidance to others.

Key Responsibilities:
- Advise HHS system clients and OCC leadership on legal matters and the drafting, interpretation, and application of agency policy, regulations, and laws.
- Support or assist in the development of strategies and programs to implement legislative, programmatic, and policy initiatives.
- Review, analyze, and draft legislation that may affect HHS System programs, operations, or policy.
Requirements:
- Graduation from an accredited law school with a Juris Doctor (JD) degree.
- Licensed to practice law in the State of Texas.
- Member in good standing with the State Bar of Texas.
- Experience in legal work.
- Experience in legal principles, practices, and proceedings.
- Experience in administrative, government, and/or health law.
- Experience with administrative rulemaking.
- Experience in conducting research and preparing opinions, policies, and briefs.
