Job Title: Attorney-Adviser (International-Military)

Job Responsibilities:

As a DIILS Attorney, you will be responsible for contributing to global security cooperation activities. Your duties include creating, implementing, managing, and evaluating or providing expert consultation and support for legal education, training, and advising programs. These programs aim to establish, enable, and strengthen legal capacities within the security establishments of foreign governments. You will design legal engagement programs tailored to partner nations or participants, with the goal of achieving strategic and policy priorities. Additionally, you will assemble and lead diverse teams of subject matter experts and maintain and expand expertise in legal aspects relevant to assigned Security Cooperation (SC) programs. This includes areas such as Legal Authorities, Doctrine, and Policy; Legal Advising for Military Commanders and Operations; Maritime Security and Enforcement; Civilian Harm Mitigation and Response; Cyber, Space, Emergent Technology Law, and Hybrid Conflict; Human Rights/Law of Armed Conflict Compliance; Military Justice Systems; and legal aspects of Combating Terrorism, Combating Corruption, and Defense Support to Civilian Authorities.

Education and Experience Information:

To qualify for the GS-13 grade level for this position, applicants must possess a first professional law degree (. or .) accredited by the American Bar Association. It is also required to have proof of license and active membership in the bar of the highest court of a State, . commonwealth, . territory, or the District of Columbia. Applicants must have professional legal experience in excess of 2 years that is commensurate with the duties and responsibilities of the position. Qualification standards for attorney positions can be found in DoD Directive , "Personnel Actions Involving Civilian Attorneys."

Applicants must be graduates from an accredited law school and active members of the bar of the highest court of a State, . Commonwealth, . territory, or the District of Columbia Bar. A Bachelor of Law (.) or Juris Doctor (.) Degree from an accredited law school is required at the time of applying for the position. A copy of law school transcripts must be submitted with the application. Foreign education must be evaluated by a private organization that specializes in interpretation of foreign education programs and deemed equivalent to that of an accredited . education program.

Salary Information:

The salary for this position is set within the range of $119,355 - $156,755 per year, based on the complexity of work to be performed, the selectee's experience, education, training, and availability of funds. The pay scale and grade for the position is GS 13.

Additional Information:

Applicants must meet certain conditions of employment, including . citizenship, registration for Selective Service if born after 12-31-59, suitability for federal employment determined by a background investigation, and may be required to complete a probationary period. The position is full-time, with the possibility of occasional overtime, and is telework eligible. Applicants must obtain and maintain an interim and/or final Secret security clearance prior to entrance on duty. The position may require travel away from the normal duty station on military or commercial aircraft.

The position is in the excepted service and does not confer competitive status. It is not part of a bargaining unit. The job is permanent with a promotion potential to grade 13.
