Job Description:
The organization is seeking a seasoned professional for the position of BOB-Expense Analyst within the Bureau of Bridges Exec Hdqtr. Reporting directly to the Senior Director of Finance, this role is crucial in managing and tracking the Division’s expense contracts, procurement activities, and associated budget processes. The role requires a detailed-oriented individual with comprehensive knowledge of financial systems and procurement processes.

Job Responsibilities:
- Monitor the Division’s Expense Contract and Procurement programs.
- Support budget activities, including accrual clearance, contract encumbrance, liquidation, fiscal year-end closeout, and rollovers.
- Assist in identifying and securing funding for unforeseen or emergent needs; track OTPS budget and expenses.
- Ensure the proper execution of funding requests, including preparation and submission of budget modifications.
- Prepare requisitions, contract encumbrances, and task order registrations.
- Prepare documents using agency and citywide systems such as FMS and PASSPort.
- Complete financials, budget allocations, and launch Purchase Orders in PASSPort.
- Research FMS, the M/WBE directory, NYC requirement contracts, and NYS preferred Source Vendors List to inform procurement decisions.
- Develop and implement tools and processes for effective budget tracking, monitoring, and analysis.
- Collaborate with internal units such as Expense Budget, Grants Administration, ACCO, and Fiscal Affairs.
- Coordinate with internal teams to ensure the efficient and appropriate use of Federal and State grant funds within the Expense Budget.
- Perform related duties and special projects as assigned.

Education and Experience Information:
1. A master’s degree from an accredited college in relevant fields such as economics, finance, accounting, business or public administration, among others, and one year of satisfactory full-time professional experience in a related area.
2. A baccalaureate degree from an accredited college and three years of satisfactory full-time professional experience in the areas described above.
3. An associate degree or completion of 60 semester credits from an accredited college and five years of satisfactory full-time professional experience in related fields.
4. A four-year high school diploma or its educational equivalent and seven years of satisfactory full-time professional experience in related fields.
5. A combination of education and/or experience equivalent to the above. College education may substitute for professional experience at the rate of 30 semester credits for one year of experience. However, all candidates must have a high school diploma and at least one year of experience as described above.

Preferred Skills:
- Proficient in FMS2, FMS3, and PASSPort.
- Knowledge of the NYC budget process and OTPS tracking.
- Experience with purchase requisitions and invoice processing.
- Familiar with NYC procurement rules, M/WBE, and preferred vendors.
- Skilled in vendor coordination and internal collaboration.
- Strong in Excel and Microsoft Office tools.
- Experience with grant-funded budgets and compliance.
- Excellent organizational, analytical, and communication skills.

Salary Information:
Salary range is $79, – $118,.
