Job Title: Counsel, Capital Projects

Job Responsibilities:
- Provide legal advice to organization staff concerning procurement and contract matters, as well as interagency matters.
- Offer legal support for design and construction procurements and projects, including contract and legal interpretation and addressing claims and conflict of interest issues.
- Support pending construction claims on capital programs projects.
- Draft, negotiate, review, and finalize professional services, construction, and other contracts.
- Provide legal advice regarding organization projects, Transit Oriented Development (TOD) projects, and other initiatives to support economic development, affordable housing, access to transportation, public improvement, and diversity.
- Oversee the work of outside legal counsel to represent the organization during procurements and contract delivery.
- Prepare summaries of complex transactions for the General Counsel’s Office, the General Manager’s Office, the Secretary, the Board of Directors, and senior management.
- Ensure compliance with applicable laws, including federal and state procurement laws and regulations.
- Ensure compliance with organization policies and processes.
- Review and approve documents and agreements prior to approval as to form by the Office of General Counsel and execution.
- Interpret court decisions and opinions, statutes, rules, and regulations applicable to the organization.
- Review and provide advice on contract administration, disputes, and interpretations.
- Perform legal research as required on issues relative to commercial transactions within Capital Programs.
- Perform all other duties and projects that may be assigned.
- Additional responsibilities may include a focus on one or more departments or locations. See applicable addendum for department or location-specific functions.

Education and Experience Information:
- Juris Doctorate Degree from an accredited institution.
- Membership in good standing of the Massachusetts Bar with annual certification and registration by the Board of Bar Overseers.
- A minimum of five (5) years of legal experience, including public contracting or construction or real estate development projects.
- Proficient with the use of MS Office applications.
- Excellent communication skills and the ability to manage multiple stakeholders in a fast-paced work environment.
- Effective organizational, analytical, confidentiality, quantitative, writing, multi-tasking, and time management skills.
- Demonstrated ability to communicate and present effectively to a diverse group of stakeholders and customers.
- Ability to work effectively with a diverse workforce.

Salary Information:
- The annual salary for this position is $137,.

Job Conditions:
- Ability to effectively read, comprehend, communicate, and respond to instructions, orders, signs, notices, inquiries, etc. in English.
- Ability to commute to assigned work locations in the Boston, MA metro area, as required by the role.
- Ability to provide internal and external customers with courteous and professional experiences.

- Ability to work all shifts and / or locations assigned, directed, or necessary for this position, including (for some transit / operations roles) up to twenty-four (24) hours per day, seven (7) days per week as necessary to accommodate severe weather conditions, emergencies, or any other circumstances that may potentially impact service or the safety of service.
- Intern / co-op staff must be enrolled full or part-time in an accredited educational program and maintain a cumulative GPA of at least for the entire duration of the internship / co-op.
