Job Title: Payment Project Supervisor
General
The Payment Project Supervisor position is associated with the September 11th Victim Compensation Fund (VCF), which was established to provide compensation to individuals or personal representatives of deceased individuals who suffered physical harm or were killed due to the terrorist-related aircraft crashes on September 11, 2001, or during the debris removal efforts that followed. Initially operational from 2001 to 2004, the VCF was reactivated in 2011 under the James Zadroga 9/11 Health and Compensation Act, and it was permanently reauthorized in July 2019. The fund's primary focus is on the payment of claims, which is a critical and complex process due to the statutory timeframe and the need for 100% accuracy. Payments are administered through a structured process involving the Department of Justice's Office of Planning, Budget, and Evaluation (OPBE) and the . Treasury. This role involves coordinating various aspects of the payment process from the issuance of an award letter to the confirmation of payment and sending of a payment confirmation letter.
Job Responsibilities
- Assist in daily oversight and management of payment processing.
- Oversee maintenance of hard and soft copy payment document collections.
- Ensure accuracy of multiple tracking spreadsheets used in payment processing, including expedite, full and final tracking, and various batch sheets.
- Assign tasks to Accounting Technicians & Document Management Analysts.
- Track progress of special projects assigned to team members and update timelines.
- Participate in recruitment efforts for new payment team members, including resume review and interviews.
- Assist in training new VCF staff on payment document review and serve as a Point of Contact for related questions.
- Maintain Payment Standard Operating Procedures with up-to-date versions.
- Manage the payment document follow-up spreadsheet, tracking issues through resolution.
- Serve as a liaison for payment document issues with Intake, such as PII Breach and Uploaded ACHs.
- May undertake additional responsibilities, such as serving as a Law Firm ACH Point of Contact.
- Assume various supervisory tasks as assigned by the Payment Project Manager.
Education
- Undergraduate Degree required; significant experience may be substituted for the degree requirement in some cases.
Experience
- At least 2 years of progressively responsible project experience; previous team lead/supervisory experience for VCF PAAQC staff is advantageous.
- At least 3 years of relevant experience for non-VCF PAAQC staff.
- Paralegal and/or accounting experience is beneficial.
Knowledge/Skills/Abilities
- Above average or advanced MS Excel user; proficient in MS Access and other Microsoft Office suite products.
- Excellent oral and writing skills.
- Ability to oversee and coordinate numerous complex and time-critical claim support activities simultaneously, including technical/data processing support activities.
- Familiarity with the Government's office and network environment, including word processing, spreadsheet, imaging, and hardware systems, as well as other internet and server-based databases and applications.
- Ability to work independently, prioritize tasks effectively, and demonstrate leadership abilities.
- Excellent interpersonal skills, attention to detail, and collaborative nature.
Reporting Relationship
Reports to the Payment Project Manager.
Qualifications
- Must be able to obtain and maintain MRPT facility credentials/authorization. Note: US Citizenship is required for MRPT facility credentials/authorization at this work location.
