Job Description:
The General Counsel I/Assistant General Counsel will serve as legal counsel for the Commission and Department, providing advice and guidance on the interpretation and application of agency laws and rules. This role involves drafting and reviewing administrative rules, representing the agency in litigation, and providing legal advice for policy decision making. The General Counsel I/Assistant General Counsel will also assist with the preparation of interagency contracts and monitor the Department's Strategic Plan, appropriation requests, and budget.

Key Responsibilities:
- Deliver accurate and effective legal advice to the agency on the interpretation, application, and enforcement of agency laws and rules
- Draft and review administrative rules and policies for the statutory areas regulated by the agency
- Assist in the representation of the agency in litigation or potential litigation
- Review and advise on the interpretation, application, and enforcement of laws and regulations affecting Departmental administration and operations
- Assist in the preparation and/or approval of interagency contracts, Department purchases, sales or leases of property, and other contractual obligations
- Provide guidance to the Texas Commission of Licensing and Regulation, the executive office, and agency staff on various legal matters
- Represent the Office of the General Counsel before the Commission and other internal and external groups
- Assist in the preparation and monitoring of the Department's Strategic Plan, appropriation requests, budget, and performance reports
- Draft and review bills and amendments for legislative consideration
- Provide training on legal issues to Commissioners and/or agency staff
- Conduct legal research and draft legal documents under the supervision of more senior attorneys
- Comply with division and/or agency training requirements
- Demonstrate a spirit of teamwork and uphold the agency's core values
- Keep management informed of ongoing activity and critical matters affecting the operation and well-being of the agency
- Adhere to all **Members Only** Personnel Policies and perform related work as assigned

Minimum Requirements:
- Graduation from an accredited law school with an . or . degree
- Member in good standing with the State Bar of Texas
- Three years of progressively responsible experience in administrative law
- Administrative rulemaking experience preferred

Military Occupation Specialty Code:
Army 27A, Navy 250X, Marine 4402, Air Force 51JX

Qualifications:
- Knowledge of general legal principles, practices, and proceedings; laws, rules, and regulations relating to TDLR; Administrative Procedures Act, Public Information Act, Open Meetings Act, and Texas Rules of Evidence and Civil Procedure
- Skill in problem-solving, reviewing information, and developing and evaluating options and solutions
- Ability to use logic and reasoning to identify the strengths and weaknesses of alternative solutions and reconcile differences
- Excellent written and oral communication skills, including the ability to prepare legal documents and conduct research
- Ability to interpret and apply laws, use a common-sense approach to analyze and summarize legal issues, and present findings and recommendations in a clear and concise manner
- Creative and innovative thinking to develop solutions to legal questions
- Ability to manage and motivate staff and interact effectively with internal and external customers
