Job Title: Judicial Hearing Officer

Job Responsibilities:
Judicial Hearing Officers (JHOs) are tasked with serving in the Hearings Division and Appeals Division within the organization. Their primary responsibilities include:

- Acting as independent adjudicators to decide whether to sustain or dismiss civil summonses filed by NYC enforcement agencies against members of the public, which include individuals and businesses.
- Conducting multiple hearings daily, reviewing evidence, assessing legal arguments, and issuing written decisions.
- Maintaining procedures to ensure cases are heard and decisions are rendered in a timely manner.
- Conveying agency policy knowledgeably and accurately to the public.
- Working in a fast-paced environment and effectively handling tight deadlines.
- Scheduling is based on the needs of the agency, allowing JHOs to work up to 1,000 hours per year. JHOs may also maintain outside employment.
- Conducting hearings remotely by phone if assigned to the Hearings Division or reviewing written appeal requests and writing appeal decisions if assigned to the Appeals Division.

Education and Experience Information:
Candidates for the position of Judicial Hearing Officer must meet the following qualifications:

1. Hold a valid license to practice law in the State of New York, which must be maintained throughout employment.
2. Have a minimum of three years of recent satisfactory relevant legal experience subsequent to admission to the bar.

Preferred skills for candidates include:

- Outstanding interpersonal and communication skills.
- Excellent writing, legal research, and analytical skills.
- Strong organizational skills.
- Proficiency in computer skills, particularly in Microsoft Word, Access, Outlook, Excel, and PowerPoint.
- Prior adjudicatory experience and/or knowledge of NYC enforcement agencies is beneficial but not required.

Salary Information:
The salary range for the position of Judicial Hearing Officer is between and per hour. JHOs work on a part-time basis, scheduled based on the agency's needs, and may work up to 1,000 hours per year.

Residency Requirement:
New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for two continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. Candidates should discuss residency requirements with the agency representative at the time of the interview.
