Job Title: Staff Counsel
Job Responsibilities:
The Staff Counsel position within the organization involves a range of legal responsibilities primarily focused on licensing issues, especially concerning the City's tobacco laws and initiatives. The Staff Counsel will work closely with the Licensing and Enforcement divisions of the organization. Key responsibilities include:
- Investigating and prosecuting businesses engaged in illegal conduct.
- Reviewing certain license applications to ensure compliance with relevant laws and regulations.
- Identifying issues or patterns of concern to propose for investigations.
- Overseeing regulatory compliance reports across various industries.
- Conducting legal research and drafting memoranda on legal issues facing the agency.
- Drafting general correspondence and legal documents.
- Preparing charging documents, such as Summonses, and representing the Agency at hearings in New York City's administrative tribunal.
- Collaborating with other attorneys to prepare for larger investigations leading to trials before the Trials Division of the administrative tribunal.
- Negotiating and drafting settlement agreements.
- Developing and drafting proposed agency rules.
- Reviewing and editing licensing and outreach materials.
- Participating in agency outreach and trainings for business and public education.
The Staff Counsel is also responsible for special projects and assignments related to consumer or licensee issues or to the organization's operations. This role requires careful case project management and operational tasks necessary to support and effectuate the work.
Education and Experience Information:
Minimum Qualifications:
1. Admission to the New York State Bar; and either:
- One year of satisfactory United States legal experience subsequent to admission to any state bar; or
- Six months of satisfactory service as an Agency Attorney Interne (30086).
- Incumbents must remain Members of the New York State Bar in good standing for the duration of this employment.
In addition to meeting the minimum Qualification Requirements:
- For Assignment Level (AL) II, candidates must have one year of experience at Assignment Level I or two years of comparable legal experience subsequent to admission to the bar, in the areas of law related to the assignment.
- For AL III, candidates must have two years of experience in Assignment Levels I and/or II or three years of comparable legal experience subsequent to admission to the bar, in the areas of law related to the assignment.
Preferred Skills:
- Demonstrated excellent verbal, written, interpersonal, analytical, problem-solving, and time management skills.
- Proficient in conducting legal research and undertaking factual investigations, including reviewing documents and conducting witness interviews and depositions.
- Excellent legal research, writing, and negotiation skills.
- Comfort with data-driven analysis and strategic planning.
- Ability to effectively interact with multi-functional teams comprised of attorney and non-attorney staff.
- Ability to effectively manage multiple priorities with competing deadlines.
- References that can confirm legal skills.
Salary Information:
The salary range for the Staff Counsel position is $73, to $112,.
Additional Information:
- This position may be eligible for remote work for up to 2 days per week, pursuant to the Remote Work Pilot Program.
- New York City Residency is not required for this position.
