Job Description:
H1: Director, MS Operations, Procedures and Standards - All FINRA Locations
H2: Strategic Leadership and Guidance for Member Supervision Operations
Reporting directly to the Vice President of Member Supervision Operations, Procedures and Standards, the Director provides strategic leadership and guidance for the program. This includes establishing procedures and standards across all FINRA locations and collaborating with various groups conducting reviews of the program. The Director also develops controls and metrics to monitor program execution and effectiveness.
Key Responsibilities:
- Provide a robust operational risk framework within First and Second Lines of Defense.
- Lead efforts to develop, maintain and enhance procedures, guidance, and job aids for the program.
- Assess practices and determine the need for new or updated procedures.
- Identify and resolve areas of inconsistent procedural application within the program.
- Work with other departments to implement corrective action plans and receive feedback on effectiveness.
- Develop and support the strategic leadership approach within the program.
- Stay informed of industry developments and work with management to evolve the program accordingly.
- Develop recommendations for corrective action plans and coordinate implementation efforts.
- Coordinate with other departments to prepare responses and documents for exams and inquiries related to the program.
- Lead efforts with Data Analytics to develop and improve reporting for the program.
Education and Experience Requirements:
- Bachelor's degree or equivalent experience in a related field.
- Advanced degree (MBA, JD) and/or relevant industry certifications preferred.
- Significant experience in securities, compliance or financial regulatory roles.
- Prior experience in FINRA's Exam and/or Risk Monitoring program preferred.
- Advanced analytical skills and experience in the financial industry.
- Demonstrated experience with operational, sales practice, fraud and deception, money laundering, and other industry risks.
- Significant experience managing projects and/or people.
Knowledge Requirements:
- Expert knowledge of FINRA's risk hierarchy and securities rules and regulations.
- In-depth understanding of firm business models, products, and services.
- Familiarity with FINRA departments and their mandates.
Skill Requirements:
- Self-starter with the ability to manage complex assignments independently.
- Strong verbal and written communication skills.
- Proficiency in Microsoft Excel, Word, and PowerPoint.
- Excellent time management skills.

- CO/HI/MN/VT: Minimum Salary $131,100, Maximum Salary $254,000
- IL: Minimum Salary $144,000, Maximum Salary $279,500
- Jersey City, NJ/NYC, NY: Minimum Salary $157,300, Maximum Salary $305,000
- MA/WA: Minimum Salary $131,100, Maximum Salary $292,300
- MD/Washington, DC: Minimum Salary $150,600, Maximum Salary $292,300
