Job Title: Director of Operations and Standards
Experience: Significant experience in securities, compliance or financial regulatory roles, with prior experience in FINRA's Exam and/or Risk Monitoring program preferred

Salary Information:

For work performed in CA, CO, HI, MN, VT, IL, Jersey City, NJ, New York City, NY, MA, WA, MD, Washington, DC, NJ State and NY State, salary ranges from $131,100 to $305,000, based on various factors including skill set, level of experience, education, and internal peer compensation comparisons.

Job Description:

Reporting directly to the Vice President of Member Supervision Operations, Procedures and Standards, the Director of Operations and Standards will provide strategic leadership and guidance to establish procedures and standards across the program. This includes developing controls and metrics to monitor program execution and effectiveness, as well as collaborating with various groups conducting reviews of the program, such as the SEC, Internal Audit, and Quality Assurance. The Director will also oversee the development and implementation of procedures and technology necessary to address ongoing needs of the program and lead efforts to continuously improve the program through assessments and refinements.

Key Responsibilities:

- Develop and maintain a robust operational risk framework within First and Second Lines of Defense.
- Spearhead operational risk event/incident remediations and escalations, key procedural control assessments, refinements, and monitoring.
- Oversee the development and implementation of procedures and technology across all Firm Groups to support the program.
- Lead efforts to develop and maintain Compass procedures, Guidance, and job aid examples related to the program.
- Periodically assess practices and determine if new procedures need to be developed or existing ones need to be updated.
- Identify and prioritize areas of inconsistent procedural application within the program and take corrective action.
- Work with MS Business Readiness, Training, and Communications groups to implement corrective action and receive feedback on effectiveness.
- Develop and support a strategic leadership approach within the program.
- Stay up-to-date on industry developments and collaborate with management and other departments to evolve the program accordingly.
- Develop recommendations and lead implementation efforts for corrective action plans across the program.
- Coordinate with other departments to prepare responses, talking points, and document productions related to program oversights and ad hoc information requests.
- Respond to inquiries from Quality Assurance, Internal Audit, and FINRA CCO exams/inquiries and create and implement resolution plans.
- Lead coordinated efforts with Data Analytics to develop, implement, and improve periodic, trend, and ad hoc reporting for the program.

Requirements:

- Bachelor's Degree in Accounting, Finance, Economics, Business Administration, or related field (MBA, JD, or other graduate degree preferred)
- Significant securities, compliance or financial regulatory experience
- Prior experience in FINRA's Exam and/or Risk Monitoring program preferred
- Advanced analytical skills and experience in the financial industry
- Strong understanding of inherent industry risks (. Operational, Sales Practice, Fraud and Deception, Money Laundering, Accuracy of Regulatory Capital, Credit, Market, Liquidity, and/or Segregation of Client Assets)
- Significant experience managing projects and/or people

Knowledge and Skills:

- Expert knowledge of FINRA's risk hierarchy and securities rules and regulations
- Expert knowledge of firm business models, business lines, customer bases, products, and services
- Expert knowledge of FINRA departments and their mandates
- Self-starter with the ability to manage complex assignments and make autonomous decisions
- Excellent verbal and written communication skills
- Proficiency in Microsoft Excel, Word, and PowerPoint
- Strong time management skills
