Job Title: Health Law Attorney (Staff, Senior, Supervising Staff, or Supervising Senior)
Job Responsibilities:
1. **Client Assistance**: Provide advice to clients on health coverage and public health programs, informing them of their rights, advocating for coverage and services, and assisting in appeals and hearings.
2. **Technical Assistance and Training**: Offer technical assistance to community-based organizations and conduct training for advocates and healthcare providers on health issues.
3. **Systemic Advocacy**: Engage in systemic administrative and legislative advocacy to improve healthcare access.
4. **Supervision**: For Supervising Staff Attorney or Supervising Senior Attorney roles, supervise members of the practice group.
5. **Legal Representation**: Represent individual clients in post-enrollment health insurance issues, file internal and external health plan appeals, and represent appellants at Medicaid administrative hearings and Medicare clients in appeals.
6. **Coalition Participation**: Participate in coalitions advocating for the needs of marginalized communities including older adults, people with disabilities, LGBTQ+ individuals, and immigrant populations.
7. **Policy Advocacy**: Advocate on policy issues relevant to the legal services community and engage with advocacy groups and government agencies.
8. **Collaboration**: Collaborate extensively with stakeholders, including state and national advocates, government agencies, and industry leaders.
9. **Information Dissemination**: Keep New York State health advocates informed about changes in Medicaid and other public health insurance issues.
10. **Administrative Duties**: Perform administrative and other support-related duties to serve clients and fulfill the organization's mission as a non-profit legal services organization.
Education and Experience Information:
1. **Educational Requirements**: Juris Doctorate Degree from an accredited US law school or international equivalent.
2. **Admission**: Admission to practice in New York State and in good standing, or admission pending. For remote candidates, out-of-state admission with eligibility for pro hac vice status is acceptable, with the expectation of New York admission within two years.
3. **Experience Requirements**:
- Staff Attorney: At least 3 years of experience in health law, with advocacy on behalf of Medicaid and other public health insurance program recipients preferred.
- Senior Attorney: At least 7 years of experience in health law, with advocacy on behalf of Medicaid and other public health insurance program recipients preferred.
- Supervising Staff Attorney: At least 3 years of experience in health law, with similar advocacy experience preferred.
- Supervising Senior Attorney: At least 7 years of experience in health law, with similar advocacy experience preferred.
- Experience supervising legal staff is required for Supervising Staff Attorney or Supervising Senior Attorney roles.
4. **Preferred Experience**: Legislative and administrative advocacy experience, excellent legal research and writing skills, and experience in planning and conducting substantive health law training and CLEs.
5. **Commitment**: Demonstrated commitment to working with diverse and impoverished clientele and improving the lives of those who have experienced poverty and discrimination.
6. **Skills**: Excellent communication and advocacy skills, effective decision-making skills, and the ability to work under pressure on multiple competing projects and deadlines.

- Staff Attorney with 3 years of experience: $58,580
- Staff Attorney with 10 years of experience: $72,580
- Senior Attorney with 7 years of experience: $68,080
- Senior Attorney with 9 years of experience: $72,080
2. **Supervising Attorney Salary Pay Range**:
- Supervising Staff Attorney, 3-5 years of experience: $91,659-$93,439 (Upstate New York)
- Supervising Staff Attorney, 3-5 years of experience: $97,659-$99,439 (Downstate New York)
- Supervising Senior Attorney, 7-9 years of experience: $107,773-$112,843 (Upstate New York)
- Supervising Senior Attorney, 7-9 years of experience: $113,773-$118,843 (Downstate New York)
