Job Title: Investigating Attorney – Racial Profiling and Biased Policing

Job Responsibilities:
The Investigating Attorney within the **Members Only** is tasked with handling civilian complaints against New York City police officers that allege racial profiling and other forms of biased policing. The role involves a comprehensive range of responsibilities, including:

- Receiving and managing complaints related to police misconduct.
- Contacting and scheduling interviews with complainants to discuss incidents in detail.
- Interviewing witnesses from diverse backgrounds, including those with different racial, religious, socioeconomic backgrounds, gender identities, and sexual orientations, as well as individuals with mental or physical disabilities.
- Analyzing and interpreting rules, regulations, and policies outlined in the NYPD Patrol and Administrative Guides alongside relevant municipal, state, and federal anti-discrimination statutes and court decisions.
- Requesting and obtaining confidential and sensitive documentary evidence, such as body-worn camera footage, surveillance or cellphone footage, medical records, and police documents, from both NYPD and private entities, which may require some fieldwork.
- Scheduling and conducting interviews with New York City police officers, who are represented by union attorneys and are mandated by the NYPD Patrol Guide to provide a statement.
- Collaborating with CCRB data analysts to obtain and analyze data relevant to allegations of biased conduct by NYPD officers.
- Composing and summarizing details from interviews with complainants, subjects, and witnesses.
- Creating Board Review Reports that concisely describe factual findings, applicable law, rules, and reasoning employed to arrive at a conclusion, and submitting all reports and recommendations to the CCRB Board.

Education and Experience Information:
Minimum Qualifications:
1. Admission to the New York State Bar.
2. One year of satisfactory United States legal experience subsequent to admission to any state bar; or
3. Six months of satisfactory service as an Agency Attorney Interne.

Incumbents must maintain membership in good standing with the New York State Bar for the duration of their employment.

For Assignment Level (AL) II, candidates must have one year of experience at Assignment Level I or two years of comparable legal experience in related areas. For AL III, candidates must have two years of experience in Assignment Levels I and/or II or three years of comparable legal experience in related areas.

Preferred Skills:
- At least one year of relevant and satisfactory legal work experience in areas such as anti-discrimination, police misconduct, civil rights, or criminal law.
- Excellent attention to detail and organizational skills.
- Ability to conduct efficient legal research and rapidly understand provisions of applicable laws and regulations.
- Experience handling multiple assignments with competing deadlines with accuracy and detail.
- Strong verbal and written communication skills.
- Experience using industry-recognized investigative search engines and databases such as LexisNexis or CLEAR.
- Proficiency in Microsoft Office Suite, including creating and manipulating Excel documents using custom field formulas.
- Skill and experience working collaboratively and productively as part of a team.
- Experience and comfort engaging with individuals from historically marginalized communities.
- Strong commitment to public service.

Salary Information:
The salary range for the Investigating Attorney position is $71, to $108,.
