Job Title: Administrative Hearing Officer, Division of Adjudications

Job Responsibilities:
The Administrative Hearing Officer plays a crucial role within the Division of Adjudications, part of the newly centralized Office of Compliance & Risk Management. This position involves several key responsibilities:

- Drafting and rendering final decisions in Mitchell-Lama succession cases and Emergency Housing Services temporary shelter benefit cases.
- Adjudicating Mitchell-Lama lease termination cases and other cases related to programs administered by the organization.
- Conducting legal research and assisting with special projects as needed.
- Liaising with the New York City Law Department regarding related proceedings filed pursuant to Article 78 of the New York Civil Practice Law and Rules and other litigation.

The officer is tasked with ensuring that eligible families receive rental subsidies, that Mitchell-Lama units are occupied by appropriate parties, and that housing companies comply with the Mitchell-Lama Law. This role is critical in addressing the affordable housing crisis in New York City.

Education and Experience Information:
Minimum Qualifications include:
1. Admission to the New York State Bar.
2. One year of satisfactory United States legal experience subsequent to admission to any state bar; or six months of satisfactory service as an Agency Attorney Interne.
3. Incumbents must remain Members of the New York State Bar in good standing for the duration of this employment.

Additional Requirements for Assignment Levels:
- To be assigned to Assignment Level II, candidates must have one year of experience at Assignment Level I or two years of comparable legal experience subsequent to admission to the bar, in areas related to the assignment.
- To be assigned to Assignment Level III, candidates must have two years of experience in Assignment Levels I and/or II or three years of comparable legal experience subsequent to admission to the bar, in areas related to the assignment.

Preferred Skills:
- Strong analytical and critical thinking capabilities.
- Excellent communication skills, with an emphasis on respect and empathy.
- Exceptional writing and legal research skills, with the ability to issue written decisions promptly.
- Demonstrated ability to make sound decisions and manage multiple priorities.
- Discretion and judgment concerning confidential information.
- Basic knowledge of housing and landlord-tenant law, with experience in housing court and/or administrative law and proceedings.

Salary Information:
The salary range for this position is $73, – $84, annually.

Additional Information:
- As a prospective employee of the City of New York, candidates may be eligible for federal loan forgiveness programs and state repayment assistance programs.
- New York City residency is not required for this position.
