Job Title: Attorney-Advisor (General)

Job Responsibilities:
The position of Attorney-Advisor (General) is situated within the Department of Homeland Security (DHS), Office of the General Counsel, Intelligence Law Division. The primary role of the Attorney-Advisor is to provide legal support services to the Office of Intelligence & Analysis (I&A). Key responsibilities include:

- Conducting complex legal research and analysis concerning DHS intelligence activities, which involves the use of technologies for acquiring, sharing, and analyzing intelligence and information to support national and departmental missions.
- Collaborating with DHS intelligence clients, policymakers, inter-agency intelligence professionals, and legal counterparts to ensure mission activities comply with Federal law and protect individuals' privacy, civil rights, and civil liberties.
- Assisting or representing DHS in negotiations and legal matters with Congress, other government agencies, citizen groups, civil society, state and local officials, private sector entities, and foreign partners.
- Ensuring departmental policy development, planning, and implementation reflect legal authorities and constraints by law, Presidential order, or executive branch policy.
- Providing advice and guidance to other attorneys in OGC and DHS component counsel offices in forming DHS-wide policies.
- Engaging with state, local, tribal, private sector, and foreign officials regarding laws and policies governing intelligence and information sharing.

Education and Experience Information:
Candidates must meet the following qualifications and educational requirements:

- Be a . citizen and an active member in good standing of the bar of the highest court of a State, . Commonwealth, . territory, or the District of Columbia.
- Possess a degree from a law school accredited by the American Bar Association.
- For GS-13 level: Have a first professional law degree (. or ) or a second professional law degree (.) and specialized professional legal experience in excess of two years or two years of judicial clerkship.
- For GS-14/GS-15 levels: Have a similar educational background with specialized professional legal experience in excess of three years.
- Specialized experience should include providing legal advice on matters related to homeland or national security programs, intelligence activities, compliance, oversight, and safeguarding sensitive information.

Salary Information:
The position offers a salary range of $117,962 to $191,900 per year, depending on the GS level (13-15) and qualifications of the candidate.

Additional Information:
- This is a non-bargaining unit position, and the role may require travel up to 25% or less.
- The position is telework eligible, as determined by the agency policy, but not a remote job.
- Applicants must pass a background investigation for TS/SCI clearance and be subject to random drug testing as this is a Testing Designated Position (TPD).
- The position has promotion potential up to GS-15.
