Job Title: Investigating Attorney – Racial Profiling and Biased Policing
Department: Civilian Complaint Review Board
Salary Range: $71, – $108,
Job Responsibilities:
The Investigating Attorney at the **Members Only** is tasked with handling civilian complaints related to racial profiling and biased policing by New York City police officers. The responsibilities include:
- Receiving, investigating, and managing complaints alleging misconduct based on race, color, religion, gender, sexual orientation, age, disability, immigration, or housing status.
- Contacting and scheduling complainants for detailed interviews about incidents.
- Interviewing witnesses from diverse backgrounds, including those with mental or physical disabilities.
- Analyzing and interpreting relevant rules, regulations, policies, and anti-discrimination statutes, including NYPD Patrol and Administrative Guides.
- Requesting and obtaining confidential and sensitive documentary evidence, such as body-worn camera footage, surveillance footage, medical records, and police documents from the NYPD and private entities.
- Scheduling and conducting interviews with police officers represented by union attorneys, as mandated by the NYPD Patrol Guide.
- Collaborating with CCRB data analysts to obtain and analyze data relevant to allegations of biased conduct.
- Composing and summarizing details of interviews with complainants, subjects, and witnesses.
- Creating Board Review Reports to describe factual findings, applicable law, and reasoning, and submitting recommendations to the CCRB Board.
Education and Experience Information:
Minimum Qualifications:
- Admission to the New York State Bar.
- One year of satisfactory United States legal experience after admission to any state bar or six months of satisfactory service as an Agency Attorney Interne.
Additional Requirements for Assignment Levels:
- Assignment Level II: One year of experience at Assignment Level I or two years of comparable legal experience related to the assignment.
- Assignment Level III: Two years of experience in Assignment Levels I and/or II or three years of comparable legal experience related to the assignment.
Preferred Skills:
- At least one year of relevant legal work experience in anti-discrimination, police misconduct, civil rights, or criminal law.
- Excellent attention to detail and organizational skills.
- Ability to conduct efficient legal research and understand applicable laws and regulations quickly.
- Experience handling multiple assignments with competing deadlines accurately.
- Strong verbal and written communication skills.
- Proficiency in public and private investigative search engines and databases like LexisNexis or CLEAR.
- Proficiency in Microsoft Office Suite, particularly Excel.
- Experience working collaboratively as part of a team and engaging with historically marginalized communities.
- A strong commitment to public service.
