Job Title: Administrative Appeals Chief Hearing Officer
Job Responsibilities:
The Administrative Appeals Chief Hearing Officer is tasked with managing and operating the legal aspects of the Office of Appeals (OA) within the **Members Only**. The role involves direct supervision of Presiding Administrative Law Judges (PALJs) and indirect supervision of Hearing Officers (HOs) who handle lower authority appeals across various programs within DES. Responsibilities include:
- Supervising PALJs and ALJs, which involves hiring, selecting new employees, assigning, evaluating, and approving work products, as well as providing training, coaching, counseling, and discipline. The Chief tracks productivity through reports.
- Leading, coordinating, or participating in special projects as assigned by upper management, attending meetings, and working closely with the Operations Manager to ensure legal accuracy and consistency in support functions.
- Overseeing and managing appeal and hearing processes to ensure compliance with due process, statutory and regulatory requirements, and timeliness and quality standards mandated by federal and state authorities.
- Monitoring, tracking, and preparing reports, data, and other information regarding the management and operations of the Office of Appeals for communication with the Administrator, Assistant Director/OIG Chief, subordinates, and other personnel from various administrations, divisions, and agencies.
- Conducting legal research and interpreting statutes, regulations, department policies, and court decisions. This includes interaction with legislative liaisons, the Attorney General's office, Appeals Board Members, or other professional liaisons and partners as needed.
- Conducting hearings both in-person and telephonically, which involves questioning, making records, issuing evidentiary rulings, controlling the course of hearings, and issuing legally correct decisions based on legal research.
Education and Experience Information:
The ideal candidate for this position should have:
- A minimum of 5 years of experience practicing law in either the public or private sector, demonstrating strong analytic skills, exceptional research and writing techniques, and proficiency in dispute resolution. Experience as a Judge, Administrative Law Judge, Hearing Officer, Arbitrator, or mediator is preferred.
- A Juris Doctorate from an accredited university and membership in good standing with the Arizona State Bar.
Salary Information:
The salary for the position of Administrative Appeals Chief Hearing Officer ranges from $90,000 to $105,000, with a Grade of 25. The position is open until filled.
