Job Title: Junior Attorney, Compliance & Enforcement
Job Responsibilities:
As a Junior Attorney in the Compliance and Enforcement division of the Housing Incentives department, you will play a crucial role in ensuring that building owners who receive tax credits, tax incentives, and zoning bonuses comply with applicable state and local laws, codes, and regulations. Your responsibilities will include:
- Investigating cases of non-compliance and taking enforcement action against building owners who violate statutory requirements, such as rent registration and affordability requirements, as well as violations of regulatory agreements.
- Receiving and analyzing complaints from both internal and external sources to determine whether sanctions or penalties should be imposed, such as revocation of benefits.
- Collecting facts from public sources, property owners, and residents to support investigations.
- Making legal recommendations regarding the extent of violations and appropriate remedies.
- Preparing legal documents to prosecute violations or revoke benefits.
- Resolving cases through negotiated settlements, administrative proceedings, or court proceedings, including appearances before the Office of Administrative Trials and Hearings (OATH).
- Serving as the primary point of contact for owners, owners' counsel, and residents involved in assigned cases.
- Regularly reporting case status to the Assistant Commissioner and other senior staff members.
- Working with division support staff to update and maintain tracking and case management systems.
- Providing input to the Assistant Commissioner on processes that could strengthen enforcement cases.
- Supervising Paralegals and/or Assistant Project Managers.
- Assisting in producing an annual report listing buildings for which benefits have been revoked.
Education and Experience Information:
Minimum Qualifications:
- Admission to the New York State Bar.
- One year of satisfactory United States legal experience subsequent to admission to any state bar, or six months of satisfactory service as an Agency Attorney Interne.
- Candidates must remain Members of the New York State Bar in good standing for the duration of employment.
Preferred Skills:
- A JD and at least one year of civil litigation or regulatory enforcement experience subsequent to admission to the New York bar.
- Experience with tax or real estate matters is a plus.
- Excellent verbal and written communication skills.
- Strong interpersonal, creative problem-solving, and organizational skills.
- Superior analytical and research skills and attention to detail.
- Ability to work productively and collaboratively as part of a team.
- Demonstrated ability to work independently and meet deadlines.
- Willingness to learn on the job and manage multiple priorities in a fast-paced, deadline-driven environment.
- Strong facility with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).
- Preference for candidates with experience working for or with government agencies and programs related to affordable housing compliance.
Salary Information:
The salary range for this position is $92, annually.
