Job Title: Comptroller - Tax Policy Affairs Coordinator (Attorney IV - V)
Job Responsibilities:
The Tax Policy Affairs Coordinator, as part of the Tax Policy Division, is responsible for researching and interpreting complex Texas state tax issues. The role requires the individual to interpret tax statutes, rules, and policies regarding taxes and fees administered by the division for various stakeholders, including taxpayers, tax professionals, state officials, and agency personnel. The coordinator will develop discussion papers on complex tax issues and assist both internal and external customers by interpreting requests for information, conducting research, and consulting with other sections or agency personnel. The job involves drafting, reviewing, and editing administrative rules to reflect changes in legislation, hearing decisions, court cases, or agency policies. The coordinator will complete and review legislative summaries, notices, bulletins, letters, or other documents, providing timely assistance to customers and responding to inquiries.
The position also includes coordinating, managing, and performing special projects from inception to completion, working with executive administration, division management, agency, and external stakeholders to produce all deliverables. These projects will include legislative support, administrative hearings and litigation support, and audit support through drafting bill analysis, memos, and responses, reviewing and responding to discovery and open records requests, reviewing pleadings, and providing testimony. The work includes establishing project schedules and timelines, scheduling and coordinating meetings, facilitating activity between necessary parties, monitoring progress, and communicating project status, processes, and updates to stakeholders and management. The coordinator is also responsible for monitoring and managing quality to ensure that deliverables are acceptable and meet the project requirements.
Education and Experience Information:
Minimum Qualifications:
- Graduation from an accredited law school with a . degree.
- Five or more years of work experience analyzing complex federal or state and local tax statutes.
- Five or more years of work experience writing reports, correspondence, and materials for public dissemination.
- Five or more years of work experience drafting administrative rules.
- Experience reviewing and editing the work product of others.
Preferred Experience:
- Three or more years of experience analyzing complex Texas tax statutes.
- Experience in analyzing and drafting legislation and in drafting bill analysis and talking points.
- Experience leading or managing a project.
Required License:
- Must possess a license to practice law in Texas and be a member in good standing with the State Bar of Texas.
Salary Information:
- The level and salary offered will be based on the quantity and quality of experience the candidate has.
- Attorney IV: $9, - $10, (Monthly)
- Attorney V: $11, - $12, (Monthly)
