Serves as a manager for attorneys and support staff. Reports directly to the Assistant Chief Counsel for Acquisition & Fiscal Law (AGC-500). Provides expert legal advice, interpretations, opinions, and innovative solutions, regarding all aspects of real estate matters and contract formation and administration, including fiscal law, bankruptcy, conflicts of interest, comparative acquisition systems, environmental, ethics, export control, information disclosure, intellectual property, legislative technical assistance, mergers, policy, procurement integrity, property disposal, security, suspension and debarment, and/or socio-economic laws affecting acquisitions.

Encourages and facilitates division-wide collaboration and teaming to develop staff and to support the AGC Business Plan and FAA Strategic Plan. Possesses expertise in project management, complex litigation, and strategic problem-solving. Assigns and supervises the work of staff attorneys and support staff.

Applies expert knowledge of the work directed, including expertise in both acquisition law and the technical areas within the practice area's portfolio. Often, personally deals with the most complex legal matters falling within the purview of the division. Actively involved in both long-term and immediate operations of the division. Shares responsibility and collaborates with higher-level managers and leaders in developing and executing plans, policies, procedures, and programs.

Oversees attorneys responsible for providing legal support, processing acquisition, fiscal law, and real estate inquiries, matters, policy, and litigation generated by client offices in support of the multi-billion dollar modernization of the National Airspace System (NAS), in accordance with statutory, regulatory, and Acquisition Management System (AMS) requirements and guidance. The work has national and agency-wide significance, and directly affects the FAA’s ability to meet its aviation safety responsibilities.

As required, provides legal support to the FAA Aviation Insurance, Counter Unmanned Aircraft Systems (C-UAS), Insider Threat, and Facilities programs involving issues of a classified nature.

Managerial duties include: developing and executing plans, policies, and programs, strategic planning; assigning work to subordinates (attorneys and support staff); communicating the organization's vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance; coaching and developing employee capabilities; approving leave requests; and taking, recommending, and/or approving corrective/disciplinary actions, as appropriate. Defines and organizes staff and work to accomplish objectives and meet performance measures, and identifies and evaluates opportunities for operational efficiencies and/or cost savings.

Defines, plans, and organizes assigned budget, staff, and other resources to accomplish objectives. Manages budget and either reallocates resources among organizational units/projects/programs or requests additional resources as needed. Performs critical aspects of the budget planning process, including projecting short-term and long-term future needs and justifying resource requirements. Applies the principles of management, strategic planning, and fiscal management to the work of the division. Responsible for the efficient management and safeguarding of resources and assures internal controls meet agency standards.

Contacts are primarily with peers, higher-level managers in AGC and with high-level regional, center, and headquarters managers and leaders to discuss the status of programs and projects, develop plans for the future, balance workload, consult and advise on appropriate acquisition strategies, defend matters in litigation, and, as necessary, plan and implement curative action to meet objectives.
