Unsafe Building Legal Assistant
The candidate will be responsible for the coordination of the Unsafe Building Program in the nuisance abatement program within the Department of Business and Neighborhood Services. Serves as court staff at Unsafe Building Hearings and manages the boarding contracts/ invoices for both the Unsafe Building Program and the Demolition Program. Manages the boarding contracts and vendors for the Unsafe Building program. Manages the demolition and emergency demolition program by monitoring the budget and status of properties on the demolition list. Attends Unsafe Building hearings as court support staff. Processes invoices and record orders for the Unsafe Building program. Perform quality checks on contractor photos with invoice submission. Performs routine reports and data pulls to identify process improvement opportunities within the case management system and overall program policies. Measures, evaluates, and reports the results of Unsafe Building enforcement activities and hearings. Manages and shares information and data about nuisance and problem properties with BNS, other City/County agencies, and the public. Develops methods to increase the effectiveness of the Unsafe Building Program and improve neighborhood quality of life. Processes lien reports sent to the CFO and the Assessor's Office for proper placement of liens on properties from Unsafe Building Hearings. Conducts routine research and resolution into property lien issues identified by BNS, other City-County agencies, and citizens. Interacts with boarding contractors to address invoice corrections, facilitate training, and ensure contractual obligations are being met. Ensures that citizen complaints and issues are addressed by conducting legal research into properties and liens placed on properties from unsafe building hearings. Responds to inquiries and provide information as appropriate to the public, other City divisions or departments, other public agencies, and outside counsel regarding nuisance and problem properties.

Qualification and Experience The candidate should have Associates degree or Bachelor's Degree (e.g., successful completion of program from the American Bar Association approved or accredited institution - consisting of 60 semester hours (Two (2) year program) with 15 hours of substantive legal courses). Must have thorough understanding of legal terminology, the ethics of practicing law, the principles of legal writing, as well as other legal principles and practices. Must understand methods and techniques of legal research, discovery, and fact investigation. Excellent communication skills, both written and verbal, are required. Strong computer skills are required including experience with Microsoft Word, Excel, Outlook, and Access. Attention to detail, ability to multi-task, and organizational skills are essential. Ability: Ability to deal fairly and courteously with the public and handle multiple cases and assignments. Ability to understand the jurisdictional requirements of environmental court and administrative law hearings. Able to establish and maintain effective working relationships with those contacted in the course of work. Able to work independently, to both identify problems/issues and their resolution. Demonstrated ability to work within a team and independently as well as creativity and initiative in solving complex problems. Must be flexible to the varying degree or work responsibilities based on departmental need and be willing to take on projects, as designated by management.
