ProfileDirector of Education Advocacy/Legal Counsel RESPONSIBILITIES: Oversee the education equity program for the three California-based affiliates, including local and statewide policy advocacy, legislative and administrative advocacy, public education, and litigation. Lead the statewide Education Team, consisting of approximately 10 staff in 7 offices across the state. Serve as primary spokesperson and principal point of contact for communications staff for the three California affiliates on education equity issues. Lead planning and budgeting process for the three affiliates related to education equity priorities. Manage education equity program grants and interface with donors and boards, as needed, for the three affiliates. Serve as senior counsel on education equity litigation, as needed, for the three affiliates. Manage external relations with stakeholders in education policy arena and connect them with relevant staff on the statewide Education Team as needed to advance organizational priorities. Lead affiliate’s education equity program, including local and statewide policy advocacy, legislative and administrative advocacy, public education, and litigation. Supervise education equity staff attorney and education justice advocate, and provide subject-matter supervision for other ACLU SoCal staff working on education issues. Serve as senior counsel on the affiliate’s education equity litigation. Serve as Senior Attorney on other litigation involving SoCal staff, as needed. Complete all tasks needed for SoCal strategic planning and budgeting process, as requested by Executive Director and Deputy Director. Participate in bi-weekly Legal Department meetings and complete administrative tasks as requested by Legal Director. Advocacy: Implement legislative and administrative advocacy on education equity, including administrative advocacy and implementation of the Local Control Funding Formula and broader accountability system; budget advocacy; and ongoing implementation of enacted legislation and settlements. Serve as primary subject-matter expert and point of contact for Center for Advocacy and Policy on all legislation related to education and any actions by state agencies relevant to priorities. Serve as primary point of contact and for external stakeholders for general inquiries related to education equity. Represent in statewide coalitions working on legislation, administrative advocacy, and broad-based policy campaigns, including LCFF advocacy and school pushout; lead coalition processes and develop deliverables for the coalition. Litigate high-profile education equity cases and supervise staff attorneys and fellows in all education equity litigation. Respond to requests from stakeholders for presentations on statewide Education Team priorities, including statewide and regional trainings, conferences, and professional workshops. Develop and ensure consensus around messaging and position statements on high-profile education issues on which will take a position.
Qualification and Experience
QUALIFICATIONS: JD Degree required. 5+ years of relevant experience, required. Experience developing and leading legal, policy, or legislative campaigns to advance civil liberties and civil rights, required. Excellent writing, analytical, and speaking skills. Experience working with, and advancing organizational priorities through, coalitions. Experience as counsel or lead counsel on complex civil litigation, strongly preferred. Must have a demonstrated record of working collaboratively with others and of being a team player. Ability to motivate and lead multi-racial, multi-generational staff, activists, and leaders.
