The candidate is the chief administrative officer of the general jurisdiction trial courts consisting of seven judges, three magistrates and a IV-D Commissioner. Responsible for the management and administration of non-judicial functions of the court. Administrative functions include court operations, budget, personnel, jury management, court reporting, technology and information systems, media-services, court interpreting and facilities management. Provide innovative and creative leadership to formulate and execute non-judicial policy and evaluate its effectiveness. Responsible for solving complex problems in a collaborative manner. Must develop and maintain cooperative relationships with officials at the Indiana Office of Court Services, County executive branch and fiscal body leaders, as well as other elected officials and appointed department heads in county government. Essential duties include: Directs all administrative functions of the Court, including court operations, fiscal, budgetary, personnel, payroll, accounting, recordkeeping and courtroom staffing. Provides general direction to and supervision of the employees of the court and administers personnel policies. Hires, disciplines and terminates non-judicial employees of the Court at the direction of the Judges. Manages, prepares, maintains and distributes comprehensive financial and statistical records and reports related to budget, personnel, caseload allocation and juror utilization. Reviews, certifies and signs payroll and claims for payment for supplies, services and capital expenses within each court budget, assuring proper accounting and financial controls. Meets with the Judges regarding matters related to the operations of the Courts. Makes recommendations to the Judges on budget priorities. Directs the preparation, presentation and implementation of the Court budgets, including accounting, payroll and forecasting. Employs sound budget and fiscal management practices to ensure that annual expenditures are within the Court’s budget. Plans and implements administrative operational programs and policies for the Court, including organizational policies and procedures, personnel plans, jury management, Information Technology and automated systems, and administrative record-keeping. Develops, recommends and implements the Court’s safety and security plan in cooperation with state and local officials. Prepares, submits and administers grants to assist the court in securing supplemental resources for certified foreign-language interpreters, improving access to the courts, and for court improvement projects. Frequent interaction with departmental directors, staff attorneys and others at Indiana Office of Court Services related to Caseload Allocation Plans, local rules, financial and statistical reporting, committees and related administrative matters. Facilitates revisions, posting for public comment and submission of proposed local rules, interacting with judges, the local bar, the clerk’s Office and the Indiana Office of Court Services. Maintains full set of local rules. At the invitation of the Indiana Supreme Court and its agencies, serves on various state-wide committees related to court personnel, court security, records management, E-filing. May also serve as faculty for statewide court employee training programs. Serves as Public Information Officer for the Court, drafting press releases; coordinates media relations in high profile cases. Performs other duties as directed by the Court.
