Job Responsibilities
The Deputy City Attorney I-II position involves a range of responsibilities primarily focused on providing legal services within the Departmental Counsel division of the organization. The successful candidate will be expected to:
- Provide legal research, advice, and draft a variety of municipal contracts, leases, permits, purchase and sale documents, and grant documents.
- Offer legal advice and opinions to City departments, boards, and commissions regarding State and Federal law.
- Provide legal analysis and advice on ethics and compliance with the Brown Act.
- Support the Department of Parks, Recreation, and Marine as necessary.
- Draft various municipal ordinances and resolutions.
- Represent the City in civil and administrative proceedings.
- Appear confidently before local boards and commissions in various administrative settings.
- Perform other related duties as assigned or requested, including occasional administrative hearings or litigation matters.
Education and Experience Information
Candidates interested in the Deputy City Attorney I-II position must meet the following educational and experience requirements:
- Graduation from a law school accredited by the American Bar Association (ABA) or the California Committee of Bar Examiners.
- Membership in the California State Bar in good standing with no prior history of discipline.
- A minimum of three years of legal experience as an attorney, with a preference for experience in varied public law work, including contracts, purchase orders, leases, permits, and the Brown Act.
- Experience with municipal real estate agreements, such as leases, purchase and sale agreements, and easements.
- A valid California Class C driver's license.
Salary Information
The salary for the Deputy City Attorney I-II position is offered on an annual basis, ranging from $118, to $184,.

- The position is classified as unclassified, full-time, and permanent.
- The employment arrangement is flexible/hybrid, allowing for a combination of in-office and telecommuting work.
- The position is "at-will," meaning the appointed candidate will serve at the discretion of the City Attorney and can be released at any time without the right to appeal or grievance procedures under any city rule or regulation.
Benefits
The organization offers an attractive benefits package that includes:
- Retirement: The organization offers CalPERS with a benefit of % at 55 for Classic members or 2% at 62 for new members as defined by PEPRA, subject to PERS limitations. Employees pay the employee portion. The organization also participates in Social Security.
- Vacation: Employees receive twelve days after one year of service, 15 days after 4½ years of service, and 20 days after 19½ years of service. Vacation days can be used after six months of service.
- Executive Leave: Forty hours per year.
- Sick Leave: Ninety-six hours or twelve days per year, with unlimited accrual; conversion upon retirement to cash credit toward health and/or dental insurance premiums, or to pension credits.
- Paid Parental Leave: After six months of employment, employees are entitled to up to 30 calendar days (160 hours) of paid parental leave in connection with the birth, adoption, or foster placement of a child up to the age of seventeen.
- Holidays: Eleven designated holidays per year plus four personal holidays to be used at the employee’s discretion.
- Health Insurance: Two medical plans are available (HMO or PPO). The organization pays a major portion of the premium for employees and dependents depending on the health/dental plan selected.
- Dental Insurance: Two dental plans are available for employees and dependents (HMO or PPO).
- Vision: Comprehensive exams covered every 12 months with discounts on exams and on glasses/contacts.
- Flexible Spending Account (FSA): Optional election for employees to reduce taxable income for payment of allowable childcare or medical expenses.
- Life Insurance: Organization-paid term life insurance policy.
- Disability: Organization-paid short-term and long-term disability insurance.
- Management Physical: Annual organization-paid physical examination.
- Deferred Compensation 457(b) Plan: The organization contributes $250 a month to a supplementary retirement savings program available through Mission Square.
- Bereavement Leave: Five paid bereavement leave days per occurrence (eligible family member death or critical illness where death appears imminent), with a maximum of three paid occurrences in a calendar year (up to 15 maximum paid days).
- Monthly Transportation Allowance.
- Public Service Loan Forgiveness: May be eligible.
- Alternate Work Schedule: 9/80 (alternate Fridays off).
- Hybrid Work Program: Combination of in-office and telecommuting.
Selection Procedure
Successful candidates will demonstrate:
- Current and detailed knowledge of Municipal Law, including administrative and civil proceedings with an emphasis on municipal contracting.
- Clear and concise oral and written communication skills.
- Ability to prioritize multiple tasks and ensure timely completion.
- Ability to work independently with minimal supervision or instruction.
- Proficiency in Microsoft Word, Outlook, and Windows 10.
- Ability to interact professionally with all levels of personnel.
