Job Title: Comptroller - Contract Development Business Analyst (Program Mgmt Spec II)

Job Responsibilities:

- Coordinate, review, and develop requirements and solicitations for agency goods and services.
- Perform contract development and procurement-related activities, including assessing business needs, developing and reviewing specifications, scopes of work, evaluation criteria, solicitation documents, and managing respondent bids and proposals.
- Negotiate proposals and prepare contract award documents and deliverables.
- Assess processes to ensure all procurement-related steps are fully executed, ensuring that business unit requirements are met to successfully complete project objectives.
- Deliver data-driven recommendations and reports by identifying data patterns and trends appropriate for projects.
- Provide complex quality assurance consultation or oversight of projects, procurements, assignments, implementations, or special initiatives.
- Review complex project deliverables, documentation, test plans, and risk assessment plans, providing comments and suggestions to document owners.
- Provide input and perform user acceptance testing for systems or contribute to creating documentation for the Procurement and Contract Management Administration Systems.
- Assist with business process system documentation and training as needed.
- Work with other key system stakeholders to provide assistance and guidance in system use and coordination.
- Perform other related duties as assigned.

Education and Experience Information:

Minimum Qualifications:

- Graduation from an accredited college or university with a bachelor’s degree.
- Three years of experience creating, developing, and reviewing the Statement of Work and the Scope of Work for large or complex procurements.
- Three years of experience collaborating with diverse groups of stakeholders or business areas to determine needs assessments.
- Three years of experience facilitating meetings and work sessions.
- Three years of experience collaborating with contract implementation teams to create deliverables and meet other project goals and objectives.

Preferred Qualifications:

- Bachelor’s degree in Business, Public Administration, Supply Chain Management, Procurement, Computer Science, or Law.
- Experience developing large or complex Information Technology contracts or procurements.
- Experience working with the Centralized Accounting and Personnel Payroll System (CAPPS), including the Purchasing or Contracts module.
- Experience managing complex workloads, working with large teams, and coordinating/directing teams.
- Experience planning, developing, drafting, managing, and overseeing contract instruments or purchase orders per the guidelines and procedures published in the State of Texas Procurement and Contract Management Guide.
- Experience negotiating with vendors on pricing, deliverables, or other contract requirements.
- Experience using or working with Salesforce or other procurement and contract management databases.

Substitutions:

- One additional year of experience in creating, developing, and reviewing the Statement of Work and the Scope of Work for large or complex procurements may substitute for thirty semester hours of educational requirement, with a maximum substitution of 120 semester hours (four years).
- Certification as a Certified Business Analysis Professional (CBAP), Certified Texas Contract Manager (CTCM), or Certified Texas Contract Developer (CTCD) may substitute for one year of the required experience or thirty semester hours (one year) of educational requirement but may not substitute for both experience and education.

Preferred Certifications:

- Certified Business Analysis Professional (CBAP)
- Certified Texas Contract Manager (CTCM)
- Certified Texas Contract Developer (CTCD)

Certification as a Certified Texas Contract Manager (CTCM) or Certified Texas Contract Developer (CTCD) must be obtained within 6 months of employment. Must be dual certified within 12 months of employment.

Salary Information:

- Salary Admin Plan: B
- Grade: 26
- Salary (Pay Basis): 8, - 8, (Monthly)
