Job Title: Attorney - Advisor (Instructor)
Job Responsibilities:
As an Attorney - Advisor (Instructor), you will serve as a senior instructor, subject-matter expert, and program/course developer in the assigned legal program/course areas of law enforcement. Typical responsibilities include:
- Providing expert training in legal areas such as Constitutional Law, Fourth Amendment, Self-Incrimination, and other specialized legal topics pertinent to law enforcement.
- Planning, developing, coordinating, and implementing legal training programs while balancing the Department of Homeland Security's training mission.
- Collaborating with other attorneys, managers, and supervisory federal law enforcement personnel to establish objectives for specific classes.
- Selecting appropriate teaching methods, equipment, and materials, and providing guidance and direction to students in achieving learning objectives.
- Keeping current with developing training goals and legal changes, restructuring courses as necessary, and conducting research to produce and disseminate training materials.
- Conducting advanced export training at other federal, state, and municipal facilities across the country.
- Monitoring and evaluating the progress of students, documenting results, and recommending remedial actions or changes to training programs.
- Overseeing and participating in the development of course and program material on the legal aspects of law enforcement, initiating content changes, and recommending improvements to courses/programs.
Education and Experience Information:
- Applicants must be graduates of a law school accredited by the American Bar Association and must submit transcripts.
- Must possess a Juris Doctor (JD) degree and maintain admission to a State Bar, Certificate of Good Standing, and an active license to practice law.
- Specialized Experience for GS-13: Requires more than two years of specialized professional legal experience equivalent to the GS-12 level or higher, involving comprehensive knowledge of federal or state criminal law, instructing legal knowledge, and performing detailed legal research.
- Specialized Experience for GS-14: Requires more than three years of specialized professional legal experience equivalent to the GS-13 level or higher, involving substantial legal writing, original legal research, and instruction in legal subjects related to law enforcement.
Additional Requirements and Conditions:
- Must be a . citizen and registered for Selective Service if applicable.
- Must successfully pass a background investigation and obtain a Secret security clearance.
- Must possess and maintain a valid state-issued driver's license and be able to obtain First Aid, CPR, and AED certification within 12 months of employment.
- Must pass and maintain FLETC Law Enforcement Instructor certification within 12 months of employment.
- The position requires situational telework eligibility based on agency policy and may require overtime.
- The position is Emergency Essential, involving Mission Essential Functions during emergent disruptions.
- Subject to the Lautenberg Amendment, prohibiting individuals convicted of misdemeanor domestic violence crimes from occupying this position.
- May involve extensive travel (up to 75%) and potential work on weekends and federal holidays.
- The position requires physical demands, including walking, standing, bending, and carrying equipment.
Salary Information:
- The salary for this position ranges from $105,383 to $161,889 per year, under the GS 13 - 14 pay scale.
