Job Title: Principal Specialist, Contracts (Onsite)

Job Responsibilities:
- Support and collaborate with the Contracts Manager/Lead in managing and administering advanced Development type Other Transaction Agreement (OTA) contracts, including significant and fast-paced proposal activity.
- Engage in proposal activity by reviewing and analyzing Requests for Proposal (RFP), developing proposals, coordinating reviews, ensuring TINA compliance, and participating in negotiations.
- Develop various agreement types such as Nondisclosure Agreements, Teaming Agreements, and Cooperative Research and Development Agreements.
- Oversee all phases of contract execution, including invoicing and cash collection, and general contract administration responsibilities.
- Collaborate with Program Managers, Chief Engineers, Proposal Managers, Business/Estimating, and Supply Chain to support program management and execution reviews.
- Examine and understand cost structure estimates of labor, material, equipment services, production costs, performance requirements, and delivery schedules to ensure accuracy and completeness.
- Identify, mitigate, and resolve contractual issues as they arise.
- Conduct contract closeout activities.
- Travel to customer and company sites as required.

Education and Experience Information:
- Typically requires a University Degree or equivalent experience and a minimum of 5 years of prior relevant experience, or an Advanced Degree in a related field and a minimum of 3 years of experience.
- The ability to obtain and maintain a . government-issued security clearance is required, necessitating . citizenship.
- Experience in one or more of the following areas: contracts management/administration, program management, project management or supply chain, government policy, regulations and regulatory processes, or commercial contracting.

Preferred Qualifications:
- Strong knowledge of DoD acquisition lifecycle, acquisition policies, and regulations under Federal Acquisition Regulation (FAR)/Defense Federal Acquisition Regulation Supplement (DFARS).
- Ability to interpret and communicate contract requirements with clarity and provide resolution of routine business or technical issues by identifying solutions and recommending a course of action.
- Ensures the contract document accurately reflects the agreement of the parties and that the scope of work and acceptance criteria are fully understood.
- Demonstrates an understanding of proposal methodologies and financial metrics, including the financial implications that decisions have on the company (., relationship of risks, opportunities, and profit margin).
- Knowledge of the latest acquisition-related legislation, rules, regulations, and their contractual impact on the business.
- Juris Doctor, MBA, or NCMA Certification is preferred.

Salary Information:
- The salary range for this role is 82,000 USD to 164,000 USD. This range is a good faith estimate representative of all experience levels.
- The salary offer considers several factors, including the role, function and associated responsibilities, candidate’s work experience, location, education/training, and key skills.
