Governor Mario M. Cuomo appointed Justice Mangano as the Presiding Justice in March 1990, and he served in this position until his retirement in 2001. Prior to this, Justice Mangano had a distinguished career as a state legislator and judge in the trial courts.

Each year, eight Mangano-Prudenti Fellows are selected to serve a two-year, non-renewable term in the Law Department of the Appellate Division, Second Judicial Department.

The Mangano-Prudenti Fellows are exposed to various aspects of appellate practice in New York State, including criminal law, civil law, and family law. They are responsible for legal research and writing, analysis of legal issues, and preparing reports and memoranda for the Justices of the Court.
