Job Title: BOB- Manager of Design
Job Responsibilities:
Under the supervision of the Director of Design & Planning, the Manager of Design is tasked with overseeing and evaluating design activities within the BQE, Design-Build, and Emergency Contracts Unit, while also providing support to related construction activities. Key responsibilities include:
- Acting as the primary communication link between Design/Planning and In-Field Construction activities.
- Monitoring and evaluating the performance of private consultants and contractors.
- Evaluating complex design reports, calculations, design plans, construction concepts, and construction schedules and recommending appropriate actions.
- Developing Technical Specifications for Design-Build projects within the BQE, Design-Build, and Emergency Contracts Unit.
- Serving as the primary liaison and oversight for complex tasks, especially those involving the monitoring and inspection of structural components.
- Documenting progress and technical conclusions through the preparation of written reports, memorandums, tabulated registers, and presentations.
- Ensuring all work undertaken complies with Agency, City, State, and Federal guidelines and requirements.
- Representing the Division in interactions with other City, State, and Federal agencies, utilities, contractors, consulting engineers, and the public on matters of significance specific to the BQE, Design-Build & Emergency Contracts Unit.
- Performing additional significant administrative and engineering functions as determined by the Director of Design & Planning and the Executive Director of BQE, Design-Build, and Emergency Contracts.
Education and Experience Information:
Minimum Qualifications:
Candidates must meet one of the following sets of qualifications:
1. A baccalaureate degree from an accredited college in fields such as engineering, engineering technology, architecture, landscape architecture, architectural technology, construction, construction management, construction technology, sustainable design, urban planning, urban studies, city planning, transportation planning, business administration, or public administration, with five years of full-time satisfactory experience in the planning, administering, or expediting of engineering design and/or construction, or coordinating a very large engineering project, with two years in an administrative, managerial, executive, or supervisory capacity.
2. A four-year high school diploma or its educational equivalent and nine years of experience as described above, with two years in an administrative, managerial, executive, or supervisory capacity.
3. Education and/or experience equivalent to the above qualifications. Credit of one year of experience will be given for each 30 semester credits of college or university education leading to a bachelor's degree from an accredited college or university in the specified fields, or for an accredited Master's degree in one of the specified disciplines, or for a Juris Doctor degree, or for a valid New York State license as a Professional Engineer, Registered Architect, or Landscape Architect. All candidates must have the two years of administrative, managerial, executive, or supervisory experience.
Preferred Skills:
- Proficiency in analyzing and evaluating complex and highly technical data, reports, calculations, and design plans related to bridge and highway projects.
- Effective verbal communication skills and ability to deal with consultants, utilities, and representatives of agencies or organizations.
- Ability to supervise a staff of engineers in planning, organizing, coordinating, and controlling Design-Build projects and Emergency Contracts.
- Ability to write clear and effective reports, letters, memos, and correspondence.
- Familiarity and experience working in the Design-Build environment within transportation.
- Ability to work under pressure and meet restrictive deadlines.
- Ability to improvise and develop innovative solutions for unusual conditions arising in the field for Design-Build projects, Emergency contracts, and other specialty projects.
Salary Information:
The salary range for this position is $81, – $216,.
