Job Responsibilities:
As a General Attorney within the Department of Homeland Security's Immigration and Customs Enforcement, Office of the Principal Legal Advisor (OPLA), you will be entrusted with a variety of substantial responsibilities. The core duties include:
- Representing the United States Government in removal proceedings before immigration judges, which frequently involve applicants for asylum or other forms of relief under immigration laws.
- Providing expert legal counsel in interpreting complex immigration and customs laws, necessitating comprehensive knowledge of statutory, regulatory, and case authorities.
- Preparing cases for litigation by conducting legal research and drafting pleadings, motions, briefs, stipulations, affidavits, and other legal documents.
- Preparing witnesses for litigation, conducting direct and cross-examinations, presenting oral arguments to advance ICE's legal position, negotiating case dispositions with opposing counsel, and advising the Chief Counsel and/or Deputy Chief Counsel on cases potentially warranting deferred action or prosecutorial discretion.
- Constructing litigation reports for the United States Attorney's Offices on civil matters pending in federal courts involving ICE and serving as a liaison between the Department of Justice's Office of Immigration Litigation and local Enforcement and Removal Field Offices on immigration matters pending in Circuit Courts of Appeals.
- Providing legal advice and support to other ICE components and litigation support to United States Attorney's Offices in immigration and/or customs matters. This includes appellate advocacy before the Board of Immigration Appeals, preparing briefs and other pleadings.
Education and Experience Information:
To be eligible for this position, candidates must meet the following educational and experience requirements:
- Must be a graduate of an accredited law school with a Juris Doctor (.) degree and be an active member in good standing of the bar of a . state, territory, the District of Columbia, or the Commonwealth of Puerto Rico.
- For GS-11 level, applicants must hold a . degree and be an active bar member.
- For GS-12 level, applicants require a ., active bar membership, and one year of specialized experience equivalent to the GS-11 level.
- For GS-13 level, applicants require a ., active bar membership, and one year of specialized experience equivalent to the GS-12 level.
- For GS-14 level, applicants require a ., active bar membership, and one year of specialized experience equivalent to the GS-13 level.
Specialized experience includes skills in litigating cases before courts, trial advocacy skills, experience involving ,296 per year, reflecting the General Schedule (GS) base rate only. The position is classified under the GS 11-14 pay scale. The exact salary will depend on the candidate's qualifications, experience, and locality pay adjustments.
