# Procurement Analyst - Cost/Price Analysis

## Job Description

The MTA is seeking a Procurement Analyst - Cost/Price Analysis to work in its New York City Transit Department. In this role, you will be responsible for performing quantitative analyses of contractors' proposed prices and negotiating prices with contractors. You will also be trained in preparing cost and price analyses, detailed analyses of contractors price and cost proposals, formulating negotiation positions, and communicating and preparing written narratives summarizing negotiations and corresponding results.

## Education and Experience

The ideal candidate will possess either a master’s degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school, and one year of satisfactory full?time professional experience in one or a combination of the following areas:

* Working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research
* Management or methods analysis, operations research, organizational research or program evaluation
* Personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management

Alternatively, a baccalaureate degree from an accredited college and three years of satisfactory full?time professional experience in the areas described above will also be considered.

## Compensation

The salary range for this position is as follows:

* Associate Staff Analyst (OA): $85,316 - $110,468
* Associate Staff Analyst (TA): $77,356 - $100,155 (New Hire Rate: $67,264)
* Staff Analyst II (OA): $75,475 - $84,060
* Staff Analyst II (TA): $68,430 - $76,213 (New Hire Rate: $59,505)
* Staff Analyst I (OA): $65,003 - $76,955
* Staff Analyst I (TA): $58,934 - $69,771 (New Hire Rate: $51,245)

## Responsibilities

* Prepare cost and price analyses
* Perform detailed analyses of contractors price and cost proposals
* Formulate negotiation positions
* Negotiate prices for sole source contracts, contract modifications, construction change orders and other procurement actions
* Communicate and prepare written narrative summarizing negotiations and corresponding results
* Perform other analyses as required

* Excellent verbal and written communication skills
* Experience in cost analysis, construction or negotiations
* Strong Microsoft Word and Excel skills
