POSITION PURPOSE:
Reporting to the Office Manager, this is a full-time professional paralegal level position tasked with the administrative support for the legal enforcement of actions involving Children Youth and Family/Child Protective Services (DHHS) primarily cases involving Children in Need of Protection and Services (CHIPS), Guardianships (JG) and Termination of Parental Rights (TPRs). This position will provide administrative and paralegal support to the prosecutors assigned to handle CHIPS, Guardianship, and TPR cases, for all phases of these actions including investigation, filing, litigation and disposition from start to finish, enabling a continuity of legal services. To coordinate functions of the District Attorney's Office with the functions of the court, Children, Youth and Family and other Outagamie County Departments, as well as law enforcement agencies. This position performs all duties related to the activities of the District Attorney's Office in a timely and professional manner and must be able to perform effectively in response to written and oral task assignments. Tasks will be completed under general supervision with opportunity for independent judgment, problem solving and decision making. This position requires the ability to work flexible hours outside regular office hours to accommodate attendance at trial preparation, seminars, training and meetings.


Remote Work: After completion of probation, there is a possibility of a combination of in-office and remote work availability. This is at the discretion of the manager.


KEY RESPONSIBILITIES:
The following duties are most critical for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

Prepare CHIPS, Guardianship, and TPR (Termination of Parental Rights) cases for prosecution by attorneys. Responsibilities include: drafting petitions and related documents, preparing notice of hearings and arranging for service of subpoenas and other required documents before and after court hearings; scheduling court hearings, conferring with social workers for purposes of obtaining recommendations and testimony relevant to case preparation; scheduling depositions; preparing interrogatories, requests for production of documents and requests for admissions; responding to defense attorneys' requests for discovery and ensuring that discovery is provided within the time required by law; serving as the primary liaison between the District Attorney's Office and defense attorneys and guardians ad litem; ensuring that all required evidence and documentation necessary for prosecution has been provided to the attorney responsible for prosecuting the case, preparing case file for attorney's review, reviewing file with attorney in preparation for court hearings; drafting orders following court hearings.
Conducts computerized legal research as requested by attorneys.
Performs clerical tasks required to complete assignments.
Assists other prosecutors and support staff as requested.
Maintains regular and predictable attendance, works overtime/extra hours as required.
Performs other duties as assigned.

EDUCATION/CERTIFICATIONS/EXPERIENCE REQUIREMENTS:
Graduation from a certified paralegal course and/or at least two years post-secondary education plus at least 2 years legal experience, or any other combination of training and experience that the Department Head determines satisfies the required knowledge, skills and abilities to perform the job.
Skills in the use of Word, Excel and Westlaw.
Typing and strong organizational abilities and self-motivation required.
Or any combination of education and experience that provides equivalent knowledge, skills, and abilities.
REQUIRED OR PREFERRED SKILLS:
Ability to operate a variety of office equipment including computers, calculators, typewriter, telephone, Dictaphone, photocopier, and fax machine.
Ability to add, subtract, multiply, divide.
Demonstrated proficiency with typing.
Ability to comprehend and interpret a variety of documents including petitions, doctor's reports, invoices, etc.
Ability to prepare for attorney review, various legal documents including legal memoranda, letters and other correspondence, notices, summons, complaints, subpoenas, motions, interrogatories and requests for admissions etc.
Ability to use and interpret medical and legal terminology.
Ability to communicate effectively with doctors, psychologists, caseworkers, witnesses, court personnel, and various County departments verbally and in writing.
Ability to lift, carry, push, pull or otherwise move up to 20 pounds, understanding and utilizing proper body mechanics.
