Job Title: Regional Managing Attorney
Job Responsibilities:
Program Leadership & Development
- Collaborate with the Executive Director, Regional Director of Social Work, and other stakeholders to implement the mission of the Oklahoma Office of Family Representation (OFR).
- Assist in preparing annual budget narratives, performance reports, and policy development.
- Promote the formation and operation of interdisciplinary legal teams.
- Identify systemic issues within the legal representation framework and develop appropriate solutions.
Attorney Recruitment, Training & Oversight
- Recruit, oversee, and support contract attorneys tasked with representing parents or children.
- Ensure the quality of legal services through court observations and annual reviews.
- Monitor attorney caseloads and ensure compliance with professional standards for high-quality legal representation.
- Develop and present training programs aimed at attorneys, social workers, and mentors to enhance their skills and knowledge.
Litigation Support & Case Consultation
- Collaborate with the Regional Director of Social Work to develop strategies for interdisciplinary teams, integrating both legal and social work perspectives.
- Identify necessary resources for litigation, such as expert witnesses.
- Provide technical assistance and training on best legal practices to ensure effective representation.
- Maintain the legal resource database, including case law, brief/form banks, and relevant regulations.
Stakeholder Collaboration & Policy Advocacy
- Conduct regular meetings with judges, the Oklahoma Department of Human Services (OHS), and other child welfare stakeholders to discuss and address relevant issues.
- Represent the Oklahoma Office of Family Representation at external meetings, trainings, and conferences.
- Work closely with the Executive Team to meet contractual and reporting requirements.
Education and Experience Information:
- Candidate must be a licensed attorney in Oklahoma and in good standing.
- Must possess a . from an accredited law school.
- Requires a minimum of 10 years of experience as a licensed attorney.
- A minimum of 5 years of litigation experience in child welfare and deprived court proceedings, including substantial hearing and non-jury/jury trial experience.
- At least 3 years of supervisory experience.
Knowledge and Skills Required:
- In-depth understanding of legal principles and practices, including civil, juvenile, constitutional law, and alternative dispute resolution.
- Proficiency in management and supervisory principles, practices, and techniques for overseeing independent contractors.
- Familiarity with the American Bar Association’s Standards of Practice for Attorneys Representing Parents and Children in Abuse and Neglect cases.
- Knowledge of Oklahoma Standards of Practice for Attorneys Representing Parents and Children in Deprived Child Proceedings.
- Comprehensive understanding of Oklahoma Rules of Evidence, Rules of Civil Procedure, Local Rules, Oklahoma Children’s Code, and other relevant State and Federal Laws codes, and regulations.
- Expertise in methods and practices of pleading cases and effective techniques for court presentation.
- Awareness of OKDHS policies and state laws pertaining to child abuse and neglect.
- Understanding of child development, social work, trauma, the child welfare system, public interest issues, and related community services available to support children and families.
- Familiarity with the National Council of Juvenile and Family Court Judges’ Enhanced Resource Guidelines for improving court practice in child abuse and neglect cases.
- Proficiency in all aspects of substantive child abuse and neglect litigation.
Skills and Abilities:
- Ability to multitask, solve problems, and work efficiently as part of a team.
- Skill in analyzing facts, policies, procedures, and legal precedents in specialized areas.
- Proficiency in operating various office equipment and Microsoft software products, including Word, Excel, Publisher, PowerPoint, Outlook, Teams, as well as LegalServer and Paycom.
Work Environment & Travel:
- The role may be remote or hybrid depending on the region. If office-based, there may be occasional lifting of materials up to 25 lbs.
- Frequent travel throughout Oklahoma is required for court observations, training, and stakeholder meetings.
