Job Title: Director - Strategic Financing Services - Applications and Strategic Planning

Job Responsibilities:
The Director of Strategic Financing Services in Applications and Strategic Planning is responsible for overseeing the application and strategic planning activities for Community Development Entities (CDEs), Community Development Financial Institutions (CDFIs), Community Lenders, and Nonprofits, collectively known as Community Development Organizations. The Director's key responsibilities include:

- Managing a team of Application Writers and Community Development Specialists.
- Leading the process of writing New Markets Tax Credits (NMTC) Applications.
- Managing the grant writing and applications process for clients seeking funding from other programs.
- Expanding the portfolio of clients.
- Collaborating internally and externally to achieve measurable results for the team, clients, and communities served.
- Cultivating a healthy team culture and optimizing NMTC Allocation Application processes.
- Drafting, reviewing, and preparing NMTC Allocation Applications and supporting documents.
- Writing and reviewing compelling business strategies, community outcomes, and narratives to maximize scoring.
- Collaborating with clients to identify and source appropriate NMTC pipeline opportunities.
- Synthesizing industry terms, trends, and data to support business strategies and community outcomes.
- Identifying and managing other grant and application writing opportunities.
- Collaborating with deal team participants to secure commitments and support for funding applications.
- Designing and reviewing project proposals and summaries for investment opportunities.
- Establishing relationships with CDFIs, CDEs, and community development stakeholders.
- Assisting clients with formalizing their organizational framework through organization assessments.
- Assisting with underwriting and structuring NMTC transactions.
- Supporting and preparing for submission of relevant certifications.
- Preparing sub-CDE Certifications in connection with NMTC allocation agreements.
- Helping organizations meet certification requirements and establish compliance policies.
- Helping identify short and long-term goals to develop sustainable financial plans.
- Securing private investment commitments and strategies for long-term financial viability.
- Actively managing a pipeline of community development finance initiatives.
- Collaborating with other teams to develop grant writing opportunities and enhance cross-industry initiatives.
- Coordinating with The Innovate Fund and staff on strategic planning initiatives.
- Performing other job-related functions as assigned.

Education and Experience Information:
- A Bachelor's degree in Finance, Accounting, Economics, or a related field is required.
- CPA license, MBA, JD, LLM, or a Master’s Degree in a related field is preferred.
- A minimum of 10 years of progressive experience in community development finance, tax credit finance, CDE/CDFI Lending, structured finance, or a related field is required.
- Knowledge of tax credit financing is required, with specific experience with NMTC strongly preferred.
- Experience working with borrowers, lenders, investors, and Community Development Organizations is necessary.
- Strong research and analytical skills are needed, along with the ability to solve complex issues.
- Expert knowledge of tax credit finance reporting is required, with specific experience with CDFI Fund’s AMIS reporting strongly preferred.
- Strong leadership, recruiting, training, and mentoring skills are essential, along with excellent verbal, written, and presentation skills.
- Proficiency in Excel and a strong sense of urgency and mission are needed.

Salary Information:
The position offers competitive compensation, with a salary range of $146,395 to $328,800. Individual salaries within this range are determined by factors such as the role, function, associated responsibilities, a candidate’s work experience, education, knowledge, skills, and geographic location.
