Salary Range: $90, - $115, Annually

Travel: 10-25% within relevant state, up to 20% for regional work

Position Summary
- Represent WRA in state-level administrative proceedings and litigation
- Manage docket of regulatory litigation with guidance from senior team member
- Identify opportunities to advance WRA's policy goals and execute actions to secure outcomes
Responsibilities
Legal Advocacy
- Represent WRA in state and regional level utility regulatory and planning proceedings, courts, legislative bodies
- Provide counsel and strategic advice on energy regulation, climate policy, and administrative law
- Prepare discovery, pleadings, briefs, oral arguments, and testimony
- Negotiate and draft settlement agreements
- Research and identify opportunities to advance WRA's conservation policy goals
- Work collaboratively with technical program staff and external stakeholders
Relationship Building and Outreach
- Build relationships and work with various stakeholders to advance clean energy goals
- Effectively engage in coalitions to achieve results
Internal Coordination/Other
- Assist with grant proposals and reports
- Coordinate with other WRA policy teams
- Collaborate with policy, government affairs, and communications staff to craft outreach strategies and messaging
Requirements
Attorney Qualifications & Competencies
- Juris Doctor degree from an ABA-accredited law school and licensed to practice law in relevant state
- Minimum of 2 years relevant experience
- Ability to manage a deadline-driven docket of regulatory litigation
- Understanding of environmental, energy, or administrative law and current issues in energy regulation and policy
- Strong communication skills and ability to work with technical experts
- Commitment to diversity, equity, and inclusion goals
Senior Attorney Qualifications & Competencies
- Juris Doctor degree from an ABA-accredited law school and licensed to practice law in Colorado, New Mexico, Utah, Nevada, Arizona, or Nevada
- Minimum of 6 years relevant litigation experience, including cross-examination of witnesses
- Ability to work independently and manage a deadline-driven docket across multiple states
- Extensive background in environmental, energy, or administrative law and understanding of current issues in energy regulation and policy
- Excellent communication skills and ability to work with technical experts
- Commitment to diversity, equity, and inclusion goals
Additional qualifications may include:
- Significant experience as a litigator in state public utility regulatory proceedings
- Expertise in air quality law, regional or national electric markets, or climate policy
- Existing relationships with key energy stakeholders or policymakers in the Interior West
Salary and Benefits
- Salary range of $90,950-$115,000 annually, depending on relevant experience

- Paid vacation, sick days, volunteer day, holidays, and Winter Break between Christmas and New Year's Day
- Eligibility for parental and sabbatical leave after 5 years
