Job Description:

- Join the Policy Department, one of seven departments in the Legal Services Division of HHS Office of Chief Counsel (OCC)
- Provide legal advice and support to all agencies and programs within the health and human services system
- Assist with rule-making efforts, enforcement, legislative matters, and general agency guidance
- Work closely with agencies and programs, as well as other Legal Services departments
- Provide support during legislative sessions by assisting with bill reading, drafting, and analysis
- Primary assignment is to serve on a team that provides legal support to Texas Medicaid and the Children’s Health Insurance Program
- Collaborate with other attorneys and have opportunities for advancement within the Legal Services Division
- Work independently with latitude for the use of initiative and independent judgment
- Oversee and plan legal activities, prepare legal documents, interpret federal and state laws and regulations
- Develop, draft, review, and approve rules and policies
- Review contracts, grants, data requests, and legislation
- Render legal advice and counsel related to policy matters
- Participate in negotiations with federal and other state agencies and managed care organizations
- Telework options available up to 100%

Essential Job Functions:

(80%) Advises HHS system clients and OCC leadership on legal matters and the drafting, interpretation, and application of agency policy, regulations, and laws
(10%) Supports or assists in the development of strategies and programs
(10%) Reviews, analyzes, and drafts legislation that may affect HHS System programs, operations, or policy

Qualifications:

- Juris Doctor (JD) degree from an accredited law school
- Substantial experience in legal work
- Substantial experience in administrative law and rulemaking
- Substantial experience in preparing opinions and reviewing policies related to administrative or government law
- Substantial experience in conducting research
- Licensed to practice law in the State of Texas
- Member in good standing with the State Bar of Texas
