This position will play a crucial role in ensuring compliance with state and federal laws in regards to contracts and contract management. The successful candidate will have the opportunity to work on a variety of healthcare contracts that impact the daily lives of Texans. The position is also eligible for telework, with the potential for full-time telework from the Austin area. In addition, HHSC is a qualifying organization for the Federal Public Service Loan Forgiveness Program. Key Responsibilities: - Negotiate and draft contracts and solicitation documents in compliance with state and federal laws and regulations. - Provide legal advice to agency staff on contract laws and regulations. - Represent the agency in procurement matters, contract negotiations, and disputes. - Assist in developing policies, rules, and procedures related to contracts and procurement. - Conduct legal research and prepare legal documents such as opinions and briefs. - Collaborate with clients, government officials, and stakeholders. - Maintain professional relationships with all levels of management and staff at the Commission. Qualifications: - Graduation from an accredited four-year college or university. - Juris Doctor degree from an accredited law school. - Admission to the State Bar of Texas. - Five years of experience in the practice of law. - Experience with contract drafting, review, and negotiation preferred. - Knowledge of contract law, government procurement law, and Texas procurement and contracting laws. - Exceptional oral and written communication skills. - Ability to manage multiple priorities and think creatively to solve complex legal issues.
