SUMMARY:

Performs complex professional work planning, supervising and directing the staff and activities of the County Attorney's office, serving as legal advisor to the Board of Commissioners, County Administration and County agencies, overseeing the preparation and maintenance of legal records and files, preparing reports, and related work as apparent or assigned. Work involves setting policies and goals under the direction of the County Manager and Board of Commissioners. Departmental supervision is exercised over all personnel within the Legal department. This position is supervised by the County Manager.





Qualification Requirements

EXAMPLES OF DUTIES:

Serves as legal counsel to the Board of Commissioners and Planning Board and attends regular and special board meetings.

Provides legal guidance and advice to County departments, boards and agencies.

Litigates claims on behalf of the County.

Represents the County in court; argues cases.

Enforce codes and provide regulatory compliance support functions.

Prepares, drafts and reviews contracts or other legal documents for agencies within the County.

Reviews contracts and other related documents.

Drafts and files motions and petitions.

Consults with any outside counsel retained by County departments.

Prepares reports and other types of correspondence; prepares and maintains files and records.

Coordinates and oversees the activities of outside legal counsel.

Reviews public records requests and redacts any responsive records.

Attends meetings as required.

Performs related tasks as required.



Knowledge, Skills and Abilities

Comprehensive knowledge of County policies and procedures; comprehensive knowledge of . Constitution, Statutes, regulations and case law, NC Constitution, General Statutes, regulations and case law; comprehensive knowledge in preparing reports, legal documents, and other types of correspondence; thorough knowledge of standard office procedures, practices and equipment and associated software; ability to make arithmetic computations; ability to present complex ideas effectively orally and in writing; ability to handle complex trial and appellate litigation; ability to establish and maintain effective working relationships with County officials, court officials, members of the bar and the general public.


MINIMUM QUALIFICATIONS:

Education and Experience

Juris Doctorate degree and extensive experience in practicing municipal law, or equivalent combination of education and experience.



Physical Requirements

This work regularly requires sitting, speaking or hearing and using hands to finger, handle or feel, frequently requires repetitive motions and occasionally requires standing, walking and reaching with hands and arms; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data and observing general surroundings and activities; work has no exposure to environmental conditions; work is generally in a moderately noisy location (. business office, light traffic).


Special Requirements
Possession of NC State Bar license upon employment.

Valid driver's license in the State of North Carolina.
