Mobile Work Environment Specialist (Management Analyst 5)
The candidate will be responsible for researching best practices, analyzing data, identifying and formulating options for decision makers, developing and coordinating project plans for integrating significant agency-wide initiatives related to Ecology’s Modern Work Environment Strategy. This position is the lead in the planning and integrating of these efforts. Its purpose is to research, assess, identify and formulate options, establish processes to support and make recommendations to Agency leadership regarding the formulation of strategies necessary to implement Ecology’s Modern Work Environment strategy. Reviews assessments of service level impacts resulting from pandemic response and provide to Human Resources (HR)/Information Technology Services Office (ITSO)/Administrative Services Division (ASD) Directors for their use the results of those assessments. Reviews other public and private sector experiences, both in Washington and nationally, regarding establishing and sustaining a mobile work environment. Integrates relevant policies or guidance developed by staff in HR/ITSO/ASD, Office of Financial Management (OFM) or other Executive Cabinet groups into the implementation of the Agency’s Strategy. Produces or oversees the production of complex reports for use by Agency leadership. Summarizes financial implications of proposed policies and presents those findings to the Director, Deputy Director and the Executive Leadership Team of the Agency for their consideration. Provides leadership related to transition through management and staff presentations, engaging environmental program management teams and regional management teams to provide feedback, and support communication around the implementation of policies related to the Strategy. Develops an Agency project plan for implementing MWE strategy to reflect the project’s work breakdown structure (WBS), deliverables, tasks, task dependencies, schedule, and resource assignments. Manages the project based on the developed plan and updates the plan as required. Develops business process for evaluating progress and overall results. In partnership with ITSO and HR, develop MWE guidance for program managers to use in establishing their program specific MWE goals and strategies. Uses tools and techniques available through agency resources, PMI standards, and LEAN methods to ensure efficient fact based decision-making. Assesses the impact of MWE strategy on Agency facilities and infrastructure requirements. Establishes a change management and communication plan. Assists and supports in the development and implementation of ASD managed projects. Researches, gathers data, and gets input from mangers. Analyzes data and information that varies in nature and technical complexity. Presents data and conclusions. Makes recommendations regarding multidimensional and/or complex, unprecedented issues having broad scope and significant impact on the agency. Consults on critical time sensitive issues related to MWE implementation. Integrates relevant policies or guidance developed by staff in HR/ITSO/ASD, OFM or other Executive Cabinet groups into the implementation of the Agency’s MWE Strategy. Produces or oversees the production of complex reports for use by Agency leadership. Summarizes financial implications of proposed MWE policies and presents those findings to the Director, Deputy Director and the Executive Leadership Team of the Agency for their consideration. Qualification and Experience The candidate Should have following qualifications: Option 1: A Bachelor’s Degree in business administration, public administration, law, public health, health administration, or a related field . Must have 5 years of professional experience in two (2) or more of the following areas: Conducting research; Analyzing policies, laws, rules, or regulations; Conducting business analysis and developing requirements; Leading business projects;l Managing business operations; Business policy development. Experience must include: Demonstrated ability to build relationships and collaborate with internal and external partners and stakeholders to cultivate an environment of engagement, belonging, respect, empathy, active listening and trust. Demonstrated knowledge of project management principles and experience using project standards (i.e., charters, work plans, status reports, etc.). Demonstrated proficiency in the use of Microsoft Office Suite. Option 2: Master's degree in one (1) of the fields listed above AND 4 years of professional experience in two (2) or more areas bulleted above. Option 3: Additional experience and education combinations that meet the requirements for this position: Possible Combinations College credit hours or degree Years of required experience as listed above.
