The Assistant Counsel is charged with providing legal counsel in a variety of subject areas, including regulatory compliance, labor and employment, contract advice and disputes, safety and training, diversity and equity, property acquisitions and leases, and more. In addition, is responsible for building and developing an agency-wide compliance program. Required to fulfill these overall objectives and address current and incoming compliance, questions, requests, and projects timely. Essential Job Functions Provide legal advice/representation over diverse matters for DPW, which requires not only legal knowledge, but also requires gaining knowledge of relevant operations and personnel of DPW and its particular challenges. Provide advice for programming decisions, occasionally interpretive decisions, and policy decisions. Provide legal advice on potential actions, contracts, transactions, policies and legislation to DPW leadership, advising on legal risks and ways to minimize legal risks in complex matters. Some examples include participation in vendor selection and monitor contract compliance with specifications and conditions; conduct training for agency personnel in compliance with policies, procedures and legislation. Perform legal research and analysis to determine relevant law and facts in routine and complex matters, essentially a constant research and learning process culminating in decisions about advice to give and ways to handle a matter. Draft and edit documents, whether advice memoranda, documents governing transactions (. deeds, leases, and reports pertaining to agency transactions), contracts (., procurement and service), briefs and other documents filed with a court, administrative agency, etc. in routine and complex matters. Make daily decisions on how best to represent clients, legal arguments to make, advice to give, alternatives to pursue in routine and complex matters. Prepare and try cases on behalf of the Baltimore City government in the Circuit Court and District Court of the City of Baltimore, State Appellate Court and Federal courts. Conduct legal research and provide legal opinions to the City and its agencies Defend the City government in suits brought against the municipality in the Circuit Court and District Court; prepare briefs, interrogatives, motions and other legal case documents. Attend and represent the interests of the City at hearing before boards, commissions, unions and various public and private organizations and groups. Stays abreast of changes in policy, regulations and legislation that impact environmental regulations for the City of Baltimore; advises on the scope of impact and may draft a response Investigate facts, develop litigation strategies; research and draft motions, pleadings and position statements. Required Knowledge, Skills and Abilities Preferably several years’ experience as an attorney with good performance during that time, or excellent academic record. Good ability to research and write about legal issues. Good ability to analyze factual situations, determine applicable law (Federal, State and City statutes and regulations), and apply the law to the facts, good oral and written communication skills, good ability to prioritize multiple competing needs. Ability to establish and maintain effective working relationships with others. Knowledge of the principles and practices of law. Knowledge of pertinent Federal, State and City statutes. Knowledge of the sources of legal reference. Ability to draft and administer contractual agreements. Ability to interview others. Ability to organize, interpret and apply legal principles. Ability to develop and conduct training in the interpretation and application of laws, policies and regulations to ensure compliance. Ability to communicate effectively, both orally and in writing. Ability to establish and maintain effective working relationships with others. Ability to prepare narrative and statistical reports. Administrative ability A working knowledge of the Maryland Rules and the Federal Rules of Civil Procedure, as well as the Local Rules for the United States District Court for the District of Maryland Ability to manage and prioritize multiple complex matters. Ability to work independently and meet deadlines while handling multiple tasks. Ability to maintain professionalism under pressure. Strong sense of ownership of tasks and responsibilities. Strong interpersonal skills required to work with the public and various agencies. Strong technology skills, including the ability to coordinate and conduct electronic discovery, as well as proficiency with Microsoft Office software and legal research platforms such as Westlaw. A willingness to perform with minimal administrative support. Education and Experience Have a law degree from an accredited law school and two years of experience in trial work, legal writing and/or municipal law. Licenses, Registrations and Certificates Admission to the Bar of the State of Maryland is required.
