Duties

The following are the duties of this position at the GS-11. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

Receive procurement requests and determine type of requirement; conduct research to determine the nature and adequacy of Government specifications, market conditions, ability of industry to modify existing goods or services, and delivery requirements; and based on this information, select the proper procurement method.
Provide assistance to requestor by aiding in the definition, preparation, and submission of required documents and forms for the Government's need.
Prepare requests for quotations, requests for proposals or invitation for bids after completing all Treasury and Government required and necessary acquisition planning documentation and research. Ensure contractual sufficiency and responsiveness to the Government's requirements.
Explain Fiscal Service's procurement process, and channels of communication to offerors who are developing a proposal for meeting the Government's needs. Coordinate pre-proposal conferences with prospective offerors to ensure an understanding of requirements under a solicitation.

Qualifications
