General Description

Performs advanced legal work and provides legal counsel and advice to the Board of County Commissioners, administrative staff and officials with regard to Local Government Law issues.
Essential Duties & Responsibilities

Researches and renders legal opinions, advice and assistance for County boards, committees and departments as assigned

Prepares or reviews ordinances, resolutions, policies and other proposed legislation for County boards, committees and departments

Prepares or reviews contracts, leases, interlocal agreements and other documents and memoranda as assigned

Provides legal advice and counsel in procurement matters, including the solicitation, evaluation, negotiation and award of contracts involving, but not limited to, products and services, professional services, assessment programs, grants, etc.

Reviews, comments upon and approves legal sufficiency of land use and zoning applications

Exercises familiarity with local governmental issues

Assists in preparation of agenda items for County boards, committees and departments

Attends Board of County Commissioners meetings and committees as assigned or required

Assists with responding to citizen inquiries

Advises County officials and employees on legal questions arising in the course of carrying out their duties, including proper interpretation of statutes, case law, ordinance and other regulations

Monitors Federal and State legislation and case law affecting local government issues

Explains and interprets ordinances and status of various cases

Represents Clay County in trials, appeals and adversarial administrative proceedings

Conducts discovery and drafts pleadings, briefs and motions

Conducts legal research and investigation necessary to bring or defend actions on behalf of the County

Performs other duties as assigned
Minimum Requirements

Juris Doctorate degree from an accredited law school

Bachelor’s degree from an accredited four-year college or university

Member in good standing of the Florida Bar Association

Five years’ experience as a practicing and licensed attorney

Three years of local government law experience with a primary focus on land use and zoning (Preferred)

Valid Florida driver’s license with a clean driving record

Any combination of education and experience may be substituted, so long as it provides the desired skills, knowledge and abilities to perform the essential functions of the job

Position consists mostly of sedentary work that primarily involves sitting/standing in an office environment.

Constantly operates a computer and other office productivity machinery, such as a calculator, copy machine, and computer printer.

This position frequently communicates with the Board, committees, departments and the public regarding legal matters relevant to local government. Must be able to exchange accurate information in these situations.

Must be able to perceive, inspect, assess, and compare data and to read and summarize complex legal documents, trade journals and other research materials and provide written and oral reports on the same, including in presentations to the Board and the public.

Occasionally moves boxes and/or files weighing up to 10 pounds.

The position operates primarily in an indoor office environment with minimal risk of exposure to dust.

Medical Coverage
The County offers comprehensive medical coverage through Florida Blue at competitive rates. Medical coverage is available to all benefit-eligible employees and their eligible dependents. Employees have a choice from three plans, all of which are Preferred Provider Option Plans.

In addition to a high subsidy of the premiums, the County contributes up to 50% of the deductible for the High Deductible / HSA / Plan.

Family Deductible = $ 4, County Contribution of up to $ 2, per year
Single Deductible = $ 2, County Contribution of up to $ 1, per year

Dental Coverage
The County offers a choice of two dental plans, with the County covering 100% of the single premium under the Low Plan. The employee will pay the difference of the premium cost if they elect family coverage.

Life Insurance
The County provides basic life and accidental death and dismemberment (AD&D) life insurance coverage of $ 20,. Eligible employees may purchase additional coverage for themselves, their spouse, and dependent children through the Supplemental Life Insurance program.

Long Term Insurance
Employees may purchase long term insurance through the County's provider for life insurance at affordable rates.

Supplemental Insurance
Supplemental Insurances such as short-term disability, hospital, cancer, and accident are available through Aflac, Colonial Life and Liberty.

Vision Insurance
The County offers a voluntary vision plan at affordable rates.

Employee Assistance Program (EAP)
The County provides a comprehensive employee assistance program, provided by Aetna, which includes counseling, education and referral services for employees and their eligible family members. EAP services are strictly confidential.

Vacation
Full-time employees accrue vacation of up to 96 hours per year and the accrual will increase depending their length of service with the County. Employee may also earn 8 hours as personal leave each year.

Sick Leave
Full-time regular employees accrue up to 96 hours of sick leave on a yearly basis.

Holiday Pay
The County has eleven paid holidays as listed for full-time and part-time employees (as scheduled).

Certain payroll deductions can be taken on a before-tax basis. These include medical and dental premiums, FRS plan contributions, and high deductible plan contributions.
