Duties

Duties are listed at the full performance level GS-11. Determine the effects of proposed recreation special use activities on natural resources and prepares environmental assessments and report to document findings. Provide expert advice in the administration of recreation, trails, and special uses programs and management activities. Review and monitor recreation, special use and related land management activities and recommends ways to achieve goals/objectives. Communicate program information to the public regarding agency, management practices, rules, and regulations relating to, special uses, recreation and related programs. Coordinate with other natural resource disciplines to ensure program requirements are included in the project planning and execution. Perform summer and winter patrols on skis, snowboard, and/or bike for inventory and monitoring work at special use permit areas. Ensure action is taken in accordance with approved plans. Process special use applications including on-the-ground investigations of site suitability, screening levels, and preparation of associated National Environmental Policy Act reports.

Qualifications

Specialized Experience Requirement:
For the GS-09 Level: Applicants must have one year of specialized experience equivalent to at least the GS-07 level in the Federal service or equivalent private sector experience. Specialized experience is defined as meeting one or more of the following: Participated in surveys and studies of wilderness and other specially designated areas, and/or recreation use, facilities, and trails; Engaged partners and volunteers to accomplish recreation and specially designated areas program goals and objectives; Processed and administered special use permits for outfitters and guides, resorts, campgrounds, or other recreation operations and services; OR Developed or provided input to contracts and agreements that support program delivery.

A master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or . or ., in a recreation management program of study.

An appropriate combination of specialized experience and graduate education described above. Only graduate education in excess of 18 semester hours may be used to qualify for this grade level. The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work.

For the GS-11 Level: Applicants must have one year of specialized experience equivalent to at least the GS-09 level in the Federal service or equivalent private sector experience. Specialized experience is defined as meeting one or more of the following: Engaged partners, volunteers, and the public to collaboratively manage congressionally designated areas and recreation programs in accordance with applicable laws and policies; Evaluated the effectiveness of recreation, special uses and specially designated areas programs to ensure changes are made as conditions arise; Analyzed and determined the effects between recreation and resource management activities.

Successfully completed 3 years of progressively higher-level graduate education leading to a . degree or . or equivalent doctoral degree in a recreation management program of study.
